She and Ms.Baker are in the younger demographics, she is finding rt <br /> increasingly difficult forpeople to afford to stay here. She is hearing of more people who are moving off <br /> Cape to live in cheaper areas. She is looking forward to what is coming. <br /> Ms.Baker thanked them and noted that the Affordable Housing Committee has become more than just <br /> the traditional definition of"affordable".We all live close to the Commons,enjoy what it has to offer,it <br /> has a lot more to give to this Community, she just wants to make sure it has the right ingredients. <br /> Mr. Chace then spoke about the time he met with POAH to talk about Mashpee Commons Ch.4013 project <br /> and the 8 affordable units that are now included in the existing completed portion. Ms. Creamer gave him <br /> a short course on how you obtain financial support from the State,and he realized how important it is to <br /> have a skilled partner with broad experience in developing affordable housing..We are encouraged by our <br /> partnership with POAH for this housing. POAH has experience in getting the necessary tax credits,for <br /> example,that we shouldn't underestimate. <br /> Mr. Chace then talked further about his commitment to build 90 affordable units up front. He referred to <br /> his experience indicating that a 45 unit building is an efficient building system. He is hoping they get two <br /> of these projects going early. Their commitment is not only to affordable housing[as legally defined],but <br /> also to mixed income,including affordable housing for higher income households. He terms it large "A" <br /> and small"a".In addition,it's important that it be part of mixed-use neighborhoods. Not only should it <br /> be mixed income,but also consist of mixed ages.He has experience in Rhode Island with mixed age,and <br /> it's a home run. <br /> Ms. Creamer talked about POAH being excited about this opportunity.She notes he is creating an <br /> economic engine for the Town that needs people,and people need a place to live. A broader income range <br /> and approach that included affordable housing could fit in the Mashpee Commons expansion plan. <br /> Certainly POAH felt the success of this approach when it developed workforce housing in Bourne. The <br /> Mashpee Commons community has so much to offer, but the details of the housing plan feel unsettled. <br /> The affordable housing needs to be designed and implemented in a way that respects the current and <br /> future work Mr. Chace is doing. When the architectural plan is finalized,i.e., scaling buildings on the <br /> site(s),it may not be two buildings of 45 units each, but it could be buildings of various sizes on 2-4 <br /> properties with a total of 90 units.POAH is here as a partner to make sure the Mashpee Commons <br /> affordable housing commitment to the Town of Mashpee will be accomplished. <br /> Chairman lsbitz raised a question for Mr. Chace..He referred to the Town of Mashpee project located at <br /> 108 Commercial involving both workforce and affordable housing. He said we understand workforce <br /> housing is designed to meet the needs of households with incomes generally in the 60-120%AMI range. <br /> For the first time he is aware of,public funding available to finance the workforce housing element,and it <br /> now seems to be more feasible to do workforce housing. How does the Mashpee Commons objective to <br /> build housing for the "missing middle"fit in?How does Mashpee Commons define the missing middle? <br /> Chairman Isbitz asked Mr. Chace what his vision is for missing middle. <br /> Mr. Chace described 45 units,containing one,two,and three bedrooms. Now there are mostly one and <br /> some two bedrooms.We are responding to [market] demand,and we need to know the unit sizes that <br /> satisfy market demand.We need to do a market study to determine market demand, and then build to the <br /> demand. That's what the lenderwill want to see.The last study was 3 years ago, and demand was <br /> estimated at 400 units a year. If we are committing to mixed income and mixed age,then income isn't the <br /> only criteria.What do the people looking forhousing want`?There needs to be diversity.For instance, <br /> some buildings may require elevators. Where is the sweet spot for building sizes? <br /> Mr. Chace said we are working with POAH on the affordable housing side,but we also look for skilled <br /> developers in various other areas in the marketplace. We are trying to work with the best developers on <br />
