It is also the tirst to utilize a three party <br /> Development Agreement("DA")with the Commission and the Town of Mashpee,which the updated <br /> RPP provides as means to carry out housing development in a Community Activity Center. At this time, <br /> the Mashpee Planning Board has been meeting on the zoning bylaw aspects of the Mashpee Commons <br /> expansion plan,while Mashpee Commons has shifted its attention to the Commission and has begun the <br /> application process for the DA. Mr.Niedzwiecki introduced himself,he is a consultant for the project <br /> with Mashpee Commons.Mashpee Commons sits on 180 acres, subject to special permit from 1986, as <br /> well as a comprehensive Chapter 40B permit,and has also been designated as a Development of Regional <br /> Impact("DRI")by the Commission. The zoning forMashpee Commission is mostly Cl,i.e., <br /> commercial.As Mashpee Commons makes plans to grow,the local zoning does not allow mixed-use <br /> development. <br /> He continued his presentation saying that a Development Agreement is better suited to the Mashpee <br /> Commons vision than a development carried out under DRI requirements. Mashpee Commons filed a <br /> notice of intent with the Commission,and subsequently determined that the Mashpee Commons <br /> expansion would qualify as a project to be carried out under a 3-party Development Agreement. <br /> The Town of Mashpee has agreed to be one of the three parties to the DA. The Mashpee Planning Board <br /> is working on a set of zoning bylaw changes that would permit Mashpee Commons to carry out its <br /> expansion plan, so now the Town and Mashpee Commons are running on parallel tracks. Currently,there <br /> is a pause on the zoning bylaw,which was decided on by Selectmen and Planning Board,while Mashpee <br /> Commons works on the Development Agreement with the Commission. <br /> Meanwhile,Mr.Niedzwiecki explained that home costs for median income families increased since the <br /> pandemic. Before the pandemic there was an affordability crisis,but it has only gotten worse. The <br /> Mashpee Commons plan is to have a total of 1,700 units built over the span of 25 years. This is in <br /> addition to what already exists. The need for housing is large,and affordable housing even more so. <br /> The Commission will require 10%of these units to be affordable. One of the questions is will affordable <br /> housing be identified first.Mashpee Commons is now offering to build 90 units first using POAH to <br /> develop and build them <br /> Mr. Chace has also made a commitment to not only affordable housing,but also housing that is <br /> affordable,the missing middle. On the Cape there is an imbalance of expensive single-family homes on <br /> large lots. The Mashpee Commons plan will include a diverse array of housing types, such as town <br /> homes,condos,and apartment styles.We would like to bring more affordable housing stock into market <br /> with a.diverse typology. <br /> 86%of the properties on Cape Cod are either protected or developed.Mr.Niedzwiecki discussed that <br /> they will address broad concerns as this development plan moves forward taking into account all impacts, <br /> including climate change.We also want to keep in mind the future of Cape Cod,he said. <br /> Chairman Isbitz thanked Mr. Chace and Mr.Niedzwiecki for presenting this evening.The Affordable <br /> Housing Committee understands this is a complicated process,but he believes it will be beneficial for the <br /> Town and the Cape as a whole.Mr. Isbitz was pleased with the Commons commitment to build 90 units <br /> up front,and its emphasis on diversity of housing types and affordability for families of diverse incomes. <br /> There are significant pressures in the higher income ranges as well,not just for affordable housing.The <br /> financing agencies are responding to the needs of moderate-income families,too,including particularly <br /> workforce housing..MassHousing financed two developments on the Cape in recent years involving both <br /> workforce and affordable housing in Eastham and Boume. Two others are in the development process. <br /> Ms.Pina also thanked them,and said a focus on affordable housing,as well as workforce housing,will be <br />
