Ms. Cadrin <br /> expressed her concern that POAH is trying to satisfy Mashpee Commons.Mr. Chace stated that the <br /> Commons is creating a village, and segregating the affordable housing in one area,as Arden fears, is not a <br /> healthy village and is not his vision. <br /> Mr.Niedzwiecki responded to Ms. Cadrin concerns that starting 90 affordable units would imply an <br /> income-segregated community would result. He believes if you commit to affordable housing first,that is <br /> a benefit. The upfront commitment isn't the total commitment.The rest of the affordable housing would <br /> be inclusionary,especially if you build appropriate densities and have these neighborhoods incorporate a <br /> homeowners association with deed restrictions that dictate residential use is primary. This is not a gated <br /> community,it is guaranteed year round housing.. <br /> Ms. Creamer agreed. Workforce housing should be restricted.The subsidies available require the units be <br /> deed restricted.POAH is not partnering with Mr. Chace to avoid responsibility,POAH is dedicated to <br /> finding the right set of resources for the right set of houses.Many factors are involved, such as the cost of <br /> building,wastewater issues, and environmental impacts,all of which will be addressed. This isn't all the <br /> affordable units or workforce or missing middle Mashpee Commons intends to build.This is all part of <br /> our planning,including how we achieve an inclusionary community,and have an equitable sharing of <br /> staff and services for all residents. No one should feel out of place in the midst of our effort to build a <br /> strong sense of community <br /> Chairman Isbitz responded to a comment made by Ms.Waygan that Mashpee Commons should not have <br /> to use public funding,and can use their own money to build affordable housing as has been done in <br /> Yarmouth. Mr. Isbitz respectfully believed this is not correct,since substantial state funds are necessary <br /> to build any affordable housing,and DHCD will not make these commitments without a significant <br /> financial commitment at the local level. <br /> Chairman Isbitz said he said he is not aware of any affordable housing that is built without substantial <br /> government funding or private grants. The housing program in this country has been built with substantial <br /> subsidies.Without government funding it doesn't get done to the extent we need. One way of doing that <br /> effectively is through partnerships,by which you can tap the resources of private enterprise and make <br /> them available to the nonprofit developers who need those resources. He applauds the Commons for <br /> developing a partnership with POAH. It is necessary to achieve the important housing goals we need for <br /> the Town.We do need the public funding resources envisioned here.. <br /> Ms.Williams has lived in Mashpee for 3 5 years.Her understanding was Mr. Chace was going to build <br /> affordable housing with the first agreement, and asked why they aren't built yet. Since he hasn't <br /> completed the first agreement he already has,how can we trust you with this future agreement? Richard <br /> Klein also asked why the affordable housing hasn't been completed already?Mr.Niedzwiecki said with <br /> the comprehensive permit Mr. Chace has 8 of the 13 units,have been done. He thinks he can do better by <br /> providing 90 affordable units up front, and that is the proposal he is giving you now. <br /> Chairman Isbitz understands what was permitted was a 52-unit Ch. 40B project. Phase I completed 32 <br /> units. Mr. Chace has not ended his commitment. He plans to complete the remainder of the 52 units and <br /> the 5 affordable units that are part of that commitment. There was more discussed,including 95 <br /> affordable units,but this part of the plan was never permitted,and is still being discussed in the context of <br /> the revised plan Mr. Chace is pursuing.We shouldn't see this as a drop dead unfulfilled commitment but <br /> a continued process to get more affordable. <br /> Lorri Finton also spoke against building 90 affordable housing units first all in the same place,and <br /> deliberately create a pocket of poverty. If Mr. Chace is now proposing to build 1,700 units, why is only <br /> 10%affordable?Why isn't it 20-25%? Lastly,since Mashpee Commons is asking for a 25-year <br />
