MASHPEE ZONING BOARD OF APPEALS <br /> DECISION FOR A SPECIAL PERMIT (SP-2015-33) MODIFICATION <br /> Triple M Management Company, LLC, and <br /> Ronald Gangemi, Trustee of 81 Echo Road Realty Trust <br /> 29 & 41 Echo Road (Map 19 Parcel 3-9) (Map 19 Parcel 3-8) <br /> Mashpee, MA 02649 <br /> SP-2019-36 <br /> Attorney Kirrane provided a site plan that depicted the existing medical facility and was <br /> permitted by the Board in 2015. There is a vacant lot undeveloped next door which is the <br /> site of the new project, and the two lots will be combined with the existing lot and will be <br /> used essentially for parking, and access for traffic flow. The proposed building will be a <br /> 3,700 sq. ft. foot print added to the existing facility. The measures that were taken with the <br /> Town approved its host agreement, and considered by the ZBA with the Special Permit are <br /> essentially the same in some respects with the measures that were taken for an expansion <br /> of that use. The combined parcels will total 2,120 sq. ft. The site has over 460 ft. of frontage <br /> along Echo Rd, thereby becoming a conforming lot. The project will also include <br /> approximately seventy one (71) parking spaces including four (4) handicapped parking <br /> spaces. There will also be a queuing lane that can accommodate up to twenty five (25) <br /> vehicles. <br /> The building is a single story with a mezzanine and will occupy 1,800 sq. ft. There will be <br /> a finished section of the basement that will occupy 1,800 sq. ft. The first floor or ground <br /> floor will be used for the dispensing of marijuana products. The mezzanine will be used <br /> for the housing of security office equipment, and employee offices. The basement space <br /> will be used as storage and employees locker room. The facility will be equipped with <br /> state-of-the-art security and surveillance systems which exceeds State requirements. The <br /> proposal is to modify the existing Special Permit, expand the building and the use to <br /> include adult use marijuana products, and add additional spaces as described. <br /> Extraordinary steps have been taken to control the number of patrons on the site and to deal <br /> with issues relative to traffic. In this particular case, the medical patients are taken by <br /> appointment, and the proposal is to have anyone who wishes to purchase products will also <br /> be taken by appointment. The owners can regulate the number of patrons and traffic on the <br /> site at any given hour. The floor plan shows the separation between the medical marijuana <br /> uses and the recreational uses. There is a mechanism for expediting people to and from the <br /> site. A customer will be able to preorder products online, schedule an appointment to pick <br /> up their products, and will be guided to an expedited lane for either medical or recreational <br /> uses. Significant steps have been taken to accommodate people to and from the site. Other <br /> than the expedited entry lane, there will be separate entrances and exit points in separate <br /> areas of the building that is dedicated to recreational and medical uses. The facility expects <br /> to have 20 employees, and the proposed hours of operation will be 10:00 am to 8:00 pm, <br /> and those demand hours might be subject to change in the future. <br /> 2 <br />
