MASHPEE ZONING BOARD OF APPEALS <br /> MEETING MINUTES <br /> DULY 24,2019 <br /> Attorney Kirrane said he thought the host agreement was referenced in the first agreement <br /> because the host agreement was amended to include the traffic signal when the course of <br /> action to move to the adult use of marijuana.Ron asked if there was a new host agreement. <br /> Attorney Kirrane said there was an amendment and is provided with his written remarks. <br /> Ron thought that the host agreement should be part of the Special Permit. <br /> Jon asked if the host agreement included the traffic light. Attorney Kirrane said that it is in <br /> the amendment and attached to his written remarks which was signed on April 10, 2019, <br /> and paragraph"T', included the reference to the traffic light. Ron asked Attorney Kirrane <br /> if he would agree to a statement of the traffic light to be included regarding the host <br /> agreement. Attorney Kirrane suggested the wording; "pursuant to the host agreement as <br /> amended on April 10,2019". Ron said he could state that any and all host agreements that <br /> have been up to today's date are part of this permit. <br /> Ron asked what the anticipated opening date would be. Jim Vaccaro said he has to go <br /> through the State permitting process which he is doing at the same time with the Town. <br /> They will continue to operate through the medical facility and will not operate the adult <br /> use until they receive approval from the State. Chairman Furbush said he believes that the <br /> adult use cannot start until the new building is completed,and the Certificate of Occupancy <br /> has been issued. <br /> Chairman Furbush asked about how the waste is handled. Jim said that the waste is <br /> collected during various times each day. There is no product waste, only bathroom waste, <br /> and paper waste. Jim said that the waste is kept inside because some people may perceive <br /> that there are marijuana products in a dumpster, and they try to avoid any trespassing <br /> incidents. Chairman Furbush asked if the pedestrians enter in one door in the front. Jim <br /> said there are two entrances,one for medical, and one for the adult use.Each side has their <br /> own entrance and exit.The medical will have pre-ordered parking.Jon asked if the property <br /> is fenced in. The new location will be fully fenced in. Jim said that there is currently a <br /> security guard who is a retired Mashpee Police Sargent, and another retired police <br /> detective.They will increase the amount of security guards when the adult use is in process. <br /> There will be an increase in parking attendants as well to keep the traffic flow moving. <br /> Chairman Furbush mentioned the comments submitted at the Plan Review meeting on May <br /> 21,2019. He asked the applicant about the amount of handicapped parking. Jim said there <br /> are required spaces for the building, and rather than have the handicapped spaces in the <br /> same area,they will have handicapped spaces close to the building by the exit on the adult <br /> side,and within the employee parking area.Three are required and four have been provided - <br /> on the entire site. There is currently three handicapped on the medical side. Chairman <br /> Furbush wanted to make sure that the Fire Department is satisfied with the requirements, - <br /> and that the controlled construction documents are part of the submittal. Jim said that there <br /> was discussion regarding the queuing lane to be located inside the fence, and it was noted <br /> that it should not be located on Echo Road. <br /> 4 <br />
