7. Amended Food Inspection Regulation. Mr. Harrington commented that, last March, the existing
Food Inspection Regulation was updated by the former Assistant Health Agent, Caitlin Cantella,
to incorporate the new Federal Food Code wording relative to violations. The changes were
approved by the Board but, since then, Mr. Harrington identified some additional items that
needed to be updated within the regulation. He reviewed those proposed revisions with the
Board, and they agreed the changes were necessary.
There being no further comments or discussion, Kripani Patel moved to approve the amended
Food Inspection Regulation as presented. Motion seconded by Ernest Virgilio. Roll call vote:
Ernest Virgilio (yes); Kripani Patel (yes); Brian Baumgaertel (yes). VOTE: Unanimous (3-0).
8. Local Support Documentation Form, Barnstable County COVID Collaborative. Mr. Harrington
commented that this commitment form relates to'a grant that has been awarded to the County,
specifically to support COVID-related efforts. Mr. Harrington reported that the scope of services
required under the grant is as follows:
• Investigation of 100%of laboratory-confirmed cases of COVID-19 among County residents
• Investigation,with DPH support,of 100%of cluster of cases of COVID-19 among residents
or occurring within their jurisdiction
• Identification of 100%of close contacts as defined by DPH
• Communication by phone,in person,or by electronic means with 100%of cases and close
contacts to provide instruction in isolation and quarantine requirements as indicated
• Timely reporting of the status of case/cluster investigation and contact tracing efforts per
current public health regulations to MAVEN
• Support for individuals with expressed challenges observing isolation and quarantine
instructions,to be coordinated with social services, childcare, nutritional, transportation,
housing, mental health, and other practical supports at the local level
• Conducting of timely and complete analyses of case/cluster data to describe local COVID-
19 epidemiology
• Maintaining current staff training and proficiency in MAVEN
Mr. Harrington stated that the County is looking to fill any gaps in services between the Boards of
Health and the VNA. It will be difficult for just two people to service all 15 towns, but local Boards
of Health need all the help they can get.
There being no further comments or discussion, Ernest Virgilio moved to support the RFR 22137,
Option 1, Shared Services Agreement with Barnstable County COVID Collaborative. Motion
seconded by Kripani Patel. Roll call vote: Ernest Virgilio (yes); Kripani Patel (yes); Brian
Baumgaertel (yes). VOTE: Unanimous(3-0).
9. FY2023 Board of Health Budget. Mr. Harrington reviewed the proposed FY2023 Board of Health
budget with Board members, indicating an overall 3%budget reduction, which will hopefully meet
with the Town Manager's approval. Ms. Willander noted that there was a significant increase in
the cost of the MHOA Conference, and also reminded the Board that she would need to complete
a number of required accreditations/certifications. Board members authorized the Health Agent
to determine those professional development costs and adjust the budget accordingly.
There being no further comments or discussion, Ernest Virgilio moved to approve the FY2023
Board of Health budget, pending any changes the Health Agent deems necessary in the line item
7
