3 <br />Board of Selectmen <br />Minutes <br />October 4, 2021 <br />APPOINTMENTS & HEARINGS <br />DPW Director Catherine Laurent: <br />Discussion and Approval of the Following Annual Contracts: <br />Salt: Eastern Minerals, Inc. <br />Agricultural By -Product: Safe Road Services: <br />Catherine Laurent Director of Public Works was in attendance to recommend the Board award the annual <br />contracts for the purchase of Salt and Agricultural By -Product (Safe Melt) through the regional bid process <br />with the Counties of Barnstable and Plymouth. The bids are the lowest qualified bid which represents a <br />40% increase for Salt and a 1.5% increase for Agricultural By -Product. <br />Motion made by Selectman Gottlieb to award the Annual Salt Bid to Eastern Minerals, Inc. at a cost of <br />$67.00 per ton, and to Safe Road Services for Agricultural By -Product for the sum of $1.34 per gallon <br />(>2,000 gallons). <br />Motion seconded by Selectman Cotton. <br />VOTE: Unanimous. 5-0. <br />Roll Call Vote: <br />Selectman Sherman, yes Selectman Weeden, yes Selectman Gottlieb, yes <br />Selectman Cotton, yes Selectman O'Hara, yes Opposed, none <br />Discussion of Pickleball Courts: <br />Catherine Laurent was in attendance with Mary Bradbury, Recreation Director to review cost assumptions <br />associated to the enclosure of the existing Pickleball courts. Three options were presented, all based on the <br />construction of a pre-engineered steel building to provide for added insulation and roof -mounted solar arrays a <br />standard to this type of building. Cost comparisons range from $4 million to $8 million. <br />All options include administrative space for the Recreation Department with heat and air conditioning. <br />Construction costs include site work, septic and parking as well as utilities, building systems; electrical, <br />plumbing and HVAC to include soft costs for design/engineering, construction services, contingency, <br />escalation and the owners project manager. Costs also include sprinkler, fire alarm and finish work. <br />Option 1 provided for a minimal building fully enclosing the court system. The Recreation Department offices <br />would be relocated to the building and public restrooms would be provided. $4,380,438. <br />Option 2 constructs a large multi -purpose room with storage, a 120' x 60' building divided into two separate <br />spaces. This would include the relocation of the Recreation Department and its programming, an open <br />gymnasium, and storage for recreational equipment and tables/chairs for civic meetings. $6,289,670. <br />Option 3 provides for the construction of classroom space to relocate the Kids Klub Child Care Center which <br />currently operates on Great Neck Road North. $7,840,510, <br />
