Minutes of Meeting <br /> Mashpee Plan Review Committee <br /> Tuesday, September 21, 2021 <br /> Mashpee Town Hall Waquoit Meeting Room <br /> Evan Lehrer, Town Planner— No comments. <br /> Tom Rullo, Fire Chief: <br /> Tom reviewed the list of materials and wanted to know if there was a drain and tank to capture any <br /> of the solvents. Connor said that there is a drain system in the building that goes into a holding tank. <br /> It's not shown on the site plan. Tom wants to take a look at where the materials are stored because <br /> the building does not have a sprinkler system, and there is only a heat detector system. Dave said <br /> that up to 10 gallons can be stored. Tom has concerns with the bleach, mineral spirits, and clear <br /> varnish. Connor said that varnish is applied with a brush or a foam applicator. <br /> Tom wanted to confirm that there is no spraying because the building is not setup for this type of <br /> application. Connor said the painting is done at another site and is a small portion of their business. <br /> He contracts that work out to a larger marina. Tom said he has to confirm with the State for the fire <br /> code before he recommends to move forward. Tom said that shrink wrapping is under OSHA <br /> regulations, and will be communicated with the Fire Department because there is use of a torch. <br /> Connor said that most work is done outside and on occasion will be indoors during inclement weather. <br /> He said if it is required to be performed outside that's what he will do. Tom asked where the propane <br /> cylinders are stored. Connor said propane cylinders are stored in the trailers outside, and 95% of the <br /> shrink wrapping is off-site.Tom said that the cylinders need to be stored in an approved caged system <br /> and cannot be in any interior container, and needs to be properly vented outside. <br /> Evan said that the committee only provides recommendations are captured, and a condition that the <br /> ZBA should not act upon any recommendations until confirmation from the Fire Chief. <br /> Catherine Laurent, DPW Director: <br /> Catherine asked how many trailers are stored onsite. Connor said there are three. There is a service <br /> van as well as the boats being repaired onsite. Connor said that there is some parking available from <br /> Driscoll Electric, and there's a gravel area in the back of the building. Catherine said that there is no <br /> parking allowed on Echo Road. Connor said that there is no chain link fence on the site, and the lot <br /> behind the building is currently being cleared. Catherine wanted to confirm if a fence is required. <br /> There should be no parking on Echo Road. <br /> Evan Lehrer, Town Planner: <br /> The site plan depicts a vegetative buffer and fence, but that is now gone. The ZBA could require a <br /> modification to the Special Permit from the property owner for mitigation of that area. <br /> Dave Morris, Building Commissioner: <br /> Dave wanted to confirm that there is no sales, manufacturing or motor work being performed. Connor <br /> said, correct. Dave said that the concerns are comments mentioned by the Fire Chief, confirming that <br /> there is a tight tank in place, and propane storage be outside in an approved caged vented system. <br /> 2 <br />
