5 <br />Mashpee Select Board <br />Minutes <br />November 1, 2021 <br />APPOINTMENTS & HEARINGS <br />Mashpee Stormwater Management Program Update: (continued) <br />Santuit and Ashumet Ponds have phosphorus impairments directly connected to impervious areas within the <br />pond watersheds. Activities planned in Permit Year 4 include the identification of potential catchments with <br />high phosphorus loading and of potential retrofit opportunities for structural BMP's. The Town has also <br />applied for an asset management grant for stormwater to increase the level of inspection and to develop control <br />measures for nitrogen and phosphorus reductions. The Town should realize the outcome of the grant <br />application by the end of this year. <br />The Illicit Discharge program identifies Town owned stormwater BMP's and outfall priority ranking and <br />stormwater map updates. A total of 50 outfalls have been identified. The list was narrowed to 17 outfalls <br />Town -wide as some of the outfalls did not meet the requirements of the permit. All but one is considered to be <br />a priority with a focus for nutrient reduction. The Town however is looking at all of the outfalls and <br />considering all opportunities to improve stormwater activities through ground work. <br />Good Housekeeping conducted an inventory of 36 municipal sites and facilities. It is anticipated a <br />maintenance plan would be developed for each site. The program may require additional training to document <br />information and to conduct annual inspections. With firm bylaws it was note the Town of Mashpee is doing <br />extremely well with municipally owned land. <br />Discussion and Approval of the Following Special Events and Temporary Sign Permits: <br />Mary K. Bradbury, Recreation Director requested approval of the following (2) Special Events. <br />Annual Holiday Tree Lighting — Saturday December 4 2021 5.30 - 6:30 PM Mashpee Community Park <br />Gazebo: Mary Bradbury, Recreation Director: <br />The Annual Holiday Tree Lighting is planned to be held on Saturday, December 4, 2021 from 5:30 p.m. to <br />6:30 p.m. at the Mashpee Community Park Gazebo. Approximately 85 people are anticipated to attend this <br />event. Applicable regulatory officials have signed off on the permit with stipulations imposed by the DPW to <br />collect any trash and to coordinate the use of restroom facilities and use of electrical outlets to control the <br />lighting with the Department of Public Works. <br />Motion made by Selectman Gottlieb to approve the Special Events Application for the Annual Holiday <br />Tree Lighting on December 4, 2021 as presented. <br />Motion seconded by Selectman O'Hara. <br />VOTE: Unanimous. 5-0. <br />Roll Call Vote: <br />Selectman Sherman, yes Selectman Weeden, yes Selectman Gottlieb, yes <br />Selectman Cotton, yes Selectman O'Hara, yes Opposed, none <br />
