In <br />Mashpee Select Board <br />Minutes <br />November 1, 2021 <br />APPOINTMENTS & HEARINGS <br />Discussion and Confirmatory Acceptance of Layout - Red Brook Road: Article 16 of the May 3, 2021 Town <br />Meeting: <br />Catherine Laurent, Director of Public Works recommended the Select Board accept the layout of Red Brook <br />Road approved by a vote of the May 2021 Annual Town Meeting. It was noted the road has been used and <br />maintained by the Town of Mashpee as a public way for decades. Recently it became known the road layout <br />had not been formally approved by a vote of Town Meeting and therefore not recorded. <br />Upon consultation with Town Counsel Patrick J. Costello, it has been determined a Confirmatory Acceptance <br />of the Layout by the Select Board would be appropriate for the acceptance. <br />Motion made by Selectman Gottlieb the Board vote to accept the layout of Red Brook Road, from the <br />Falmouth/Mashpee Town Line to Great Neck Road South, as more particularly shown on the Plan <br />entitled "Layout Plan of Red Brook Road", dated October 21, 2021, prepared by Cape & Islands <br />Engineering, as a Town way in accordance with the provisions of G.L.c.82, §§ 21 and 23, with a copy of <br />said Plan to be filed in the Office of the Town Clerk. <br />Motion seconded by Selectman O'Hara. <br />VOTE: Unanimous. 5-0. <br />Roll Call Vote: <br />Selectman Sherman, yes Selectman Weeden, yes Selectman Gottlieb, yes <br />Selectman Cotton, yes Selectman O'Hara, yes Opposed, none <br />Mashpee Stormwater Management Program_ Update: <br />To conform to the mandates of the Mashpee Stormwater Management program, Small Municipal Separate <br />Storm Sewer Systems (MS4) General Permit the Select Board received an update to comply with <br />public education and outreach for Permit Year 4. Information can be found on the Town of Mashpee website <br />under the heading DPW under the topic Storm Water Management Plan (SWMP). The SWMP was finalized <br />in 2019 and it is updated annually. <br />Minimum control measures include public education and outreach, public involvement and participation, the <br />illicit discharge detection and elimination program, construction site stormwater runoff control, stormwater <br />management in new development and redevelopment and good housekeeping and pollution prevention. <br />The MS4 is jointly administered by the EPA and the MassDEP. The Mashpee MS4 area includes all drainage <br />within urbanized areas. The permit applies to the entire Town of Mashpee with the exception of private roads. <br />Total Maximum Daily Load (TMDL) and Impaired Water Body Requirements and supplemental Best <br />Management Practices (BMP's) include annual timed messages on nutrient pollution related topics, stormwater <br />management BMP's optimized for nitrogen and phosphorus removal, good housekeeping SOP's for Town <br />properties, and street sweeping twice per year. <br />
