idea. It should be mentioned that the transfer station is looking to have plate readers,
that's another reason it should be done. We'll need high speed internet. Also,DPW was
down almost 3 days because of weather and other factors that caused us not to have
internet or communication back and forth.
Mr.Nelson said in addition to those concerns,he would like the contract to say
something to the effect that if Comcast indicates service is available and it's not,
Comcast must pay 100%of the costs and do so in a reasonable amount of time, like 60
days.
Mr. Eliason wanted to add that to even consider changing providers,we need to have a
well-documented record of all complaints about the service of the current provider. We
need to address that and perhaps have a system in place to record complaints. Comcast
supplies us with the number of complaints, but they don't go into any details of what the
complaint was or how it was resolved.
Mr.Nelson said we should have a formal complaint system.
Wayne Taylor said we do have a formal system in Town Hall where all complaints get
documented, but not very many related to Comcast.
Mr.Nelson suggested that may be due to ignorance of the town,we should utilize
Facebook and the website more to let people knowwhere to file complaints.
Wayne Taylor agreed. He said if you want to post something on the Facebook page, send
an email to me and we can approve it for posting.
Mr.Eliason asked if we have considered a lawyer specifically to assist with the task of
relicensing.
Wayne Taylor said no.Last time we had someone from a consortium.
Mr.Nelson asked about reaching out to the Electronic Frontier Foundation who are
advocates for stuff like Fiber for All,Right to Privacy,etc...
Wayne Taylor said to email him the contact information and he'll reach out.
Mr.Riley said he'll send a copy of the MA Department of Telecommunications and
Cable Guidelines to the members of the Committee,Wayne Taylor, and Chris Ball.
Mr.Nelson asked if we should ask the Town to bring up how this ties in with the Sewer
Project before the Town Meeting.Wayne Taylor said it's too late for this meeting,
possibly at the fall meeting, but we want to make sure we bring it up at the right time.
Mr.Nelson said that before the May Town Meeting we should try to get the
subcommittee ready so that we can be"shovel ready"for grants.Wayne Taylor said the
nearest date would probably be closer to May 10. This way we can do it right after the
Town Meeting and not muddy the waters. We could try to use Survey Monkey to get an
idea of what people are thinking.
Mr.Eliason said he's worried we're getting away from the discussion of the Comcast
negotiations and venturing into talks about improving other technology.Wayne Taylor
said that's correct, they are two different discussions.
Mr.Eliason brought up the possibility of micro trenching,Wayne Taylor said he was
unaware this is something we could do.It's open for discussion.
Mr.Riley said we need to read the guidelines and put some things together and get to
Wayne Taylor so he can go to council with it.
Mr.Eliason will see if the State has a video of some sort to watch regarding contract
negotiations.
Mr.Nelson said he thinks we should stick to focusing on negotiations, and as we grow
the subcommittee,we can discuss that as a separate entity.Ms.McLainon agreed.
4. David DelVecchio will report on any IT updates,
David DelVecchio (not present)sent an email saying:
