Habitat For Humanity. <br /> Beth Wade informed the Committee that construction on Mendes Way has been completed. The <br /> dedication of both homes took place on September 20 with both families who are purchasing <br /> them present for the celebration. The Town of Mashpee issued the occupancy permit October 4. <br /> Both families signed their use and occupancy agreements on October 9 and moved in the <br /> following day. At a future time when they may be sold,these agreements will preserve the <br /> homes as affordable for future eligible families who meet the income limitations. The final step <br /> before the families will assume ownership involves completion of a bank appraisal that will <br /> support the mortgage loan. Ms. Wade did not anticipate a problem with the appraisal process. <br /> Ms. Wade also announced that on October 14 the Mashpee Zoning Board of Appeal signed off on <br /> the project by releasing the bond posted to ensure project completion. <br /> Mr. Isbitz noted that Habitat had completed and sold more than 20 affordable homes in Mashpee <br /> under their homeownership program. He expressed his appreciation of the program and said he <br /> looks forward to working with Habitat on future homeownership opportunities. <br /> 4. Wanipanoag Village. No report <br /> 5. 108 Commercial Street. It was noted that on October 18 Town Meeting passed the Warrant <br /> Article approving transfer of the site to the Affordable Housing Trust for the purpose of <br /> developing affordable housing there. Select Board Chairperson Carol Sherman is interested in <br /> making the site a mixed income project that also includes workforce housing. MassHousing, a <br /> quasi-state agency dedicated to providing financing for affordable housing,has a program that <br /> The next step is to issue an Request for Qualifications(RFQ)to retain an engineering consultant <br /> to do a feasibility study on the site. The results of this study would inform the Committee of the <br /> development constraints and suggest how many units could be built on the site. <br /> The Community Health Center(CHC), located across the street from the site, is very supportive <br /> of what the town is planning. It may be possible to provide some limited commercial space, less <br /> than 10%,that would reinforce the medical services that the CHC provides. The feasibility study <br /> will take a few months to complete and could include consideration of related commercial uses. <br /> New Business <br /> 1. An Invitation for a Joint Meeting with the Planning Board. Chairperson Isbitz announced that <br /> the Chairperson of the Planning Board,John Fulone,invited him to present an assessment of the <br /> Affordable Housing Needs in Mashpee at their next meeting. Mr. Isbitz suggested that the <br /> meeting be a joint meeting of the Planning Board and the Affordable Housing Committee. This <br /> would present an opportunity for the Board and the Committee to discuss these needs together. <br /> The meeting has been set for Thursday,November 17, at 7:00p.m. <br /> Mr. Isbitz also proposed that the Committee invite the Town Planner, Evan Lehrer,to attend the <br /> next meeting to help the Committee understand what we could do that would be helpful to the <br /> Planning Board. In addition,Mr. Lehrer could present the key points of the build-out memo he <br /> prepared for the Planning Board that estimates just how much land is still available for <br /> development to meet Mashpee's needs, including affordable housing. <br /> Ms. Baker said it would be helpful if Mr. Isbitz could provide a copy of his presentation to her so <br /> she would have an opportunity to make helpful suggestions on it. <br />
