Mr. Lyons spoke about a potential moratorium on building. Wendy Williams is trying to gain <br /> support for the Town to take control of the Trout Pond Area through eminent domain. The <br /> Commons expansion is another issue. We should consider a moratorium. <br /> Chris Gallagher said he's seen a lot of towns try this before. It could go either way, a lot of <br /> times it backfires. <br /> Andy Gottlieb said you have to think about zoning laws and grandfather provisions.They are <br /> liberal and lax. Another option on Cape is the District of Critical Planning under the Cape Cod <br /> Commission Act, the freezing of existing authorizations is much more stringent. If you did this, <br /> the DCPC could put a moratorium for a minimum of one year. He said he can find out more <br /> about it. <br /> Mr. Lyons said this is not necessarily a Sewer Commission project, it's just a point that was <br /> brought up with the amount of nitrogen. Mr. Towle and Mr. Dunn said they need more <br /> information to form any sort of opinion on this. Ms. Malone said a moratorium may be too blunt, <br /> but it's a good conversation to have. Mr. Towle said it would be worthwhile to get some base <br /> numbers for Trout Pond. Mr. Rapacz suggested asking DNR to get samples, Mr. Lyons said <br /> that's not something the Commission should do. <br /> Mr. Rapacz brought up the subject of peer review quality engineering proposals that Chris <br /> Gallagher sent out. He asked why are we only offered two engineering firms? Can we pick our <br /> own? Mr. Lyons said it's better to have experienced people like Chris Gallagher ask the <br /> questions, he's more than adequate. Mr. Dunn said we should let the contractors know what we <br /> want. Mr. Rapacz said with Chris Gallagher, we may not need service engineering. Ms. Malone <br /> said there was clearly a conversation that took place, but we don't know what was said. I'd like <br /> process to be that we see the proposal, scope of work, how the candidate responds, etc... It <br /> was decided they should talk to Chris Gallagher about this. <br /> Mr. Lyons suggested they get an update on the status of what each of the private wastewater <br /> facilities are actually doing today.
