Discussion re: Phase 2 and future sewer areas <br /> Chris Gallagher presented some ideas for Phase 2 and future sewer areas. <br /> Ms. Malone commented that these are reconfigurations and accelerations of the previous plans. <br /> Mr. Rapacz said we're hoping Sandwich will collect portions of the northern part of Wakeby. <br /> They discussed the possibilityof using 3BCC. <br /> Mr. Rapacz said he would speak with Anastasia Rudenko. <br /> Andy Gottlieb asked the Commission to consider asking the Board of Selectmen to pursue 25% <br /> design funds for expanding Phase 2. There's a fair amount of interest in accelerating and <br /> expanding and capturing the ponds to improve water quality. <br /> Mr. Towle asked what if Sandwich doesn't agree to help? <br /> Mr. Gottlieb said there's a lot of interest in Sandwich to do something, Mr. Rapacz said the <br /> Sandwich Board of Health Agent, Dave Mason, is coming to the next Sewer Commission <br /> meeting. <br /> Chris Gallagher agreed this is a good plan. <br /> Mr. Lyons motioned to send a letterto the Board of Selectmen requesting we pursue <br /> 25% design costs. <br /> Ms. Malone seconded the motion. <br /> Vote: 5-0-0 <br /> Roll Call Vote: <br /> Mr. Lyons; yes <br /> Mr. Dunn; yes <br /> Mr. Rapacz; yes <br /> Ms. Malone; yes <br /> Mr. Towle; yes <br /> In favor, 5; Opposed, 0; Abstentions, 0 <br /> Ms. Malone will draft a letter. <br /> Discussion re: grinder pump policy <br /> Andy Gottlieb said the SRF will cover grinder pumps. Falmouth bought the pumps, about <br /> $3500/pump with no tax and zero interest. A licensed installer picks up the pump and the rest is <br /> on the homeowner. If these are under SRF, you get 0% interest and 25% subsidy from Cape <br /> and Islands Trust, so your cost is 75% of your bulk cost. You're only paying back 75% on the <br /> dollar for anything on the SRF. Betterments can go out 30yrs vs 20yrs to lower costs to the <br /> homeowner. Since there's 0% interest, there's no reason not to spread it out over 30 years. <br /> Ms. Malone asked what the conclusion is on grinder pumps? <br /> Andy Gottlieb said we told people we'd provide the grinder pumps. <br /> Chris Gallagher said we're simply supplying the pumps, not installation. <br /> Mr. Rapacz said we should stick with the plan to pay for the pumps, the Commission agreed that <br /> the Town will pay for the grinder pumps. <br /> Discussion re: Assignment of Sewer Commission Members to assist Town Departments' <br /> resolution of responsibilities within the "Mashpee Sewer Rules and Regulations"document. <br /> Comissioners will send Mr. Rapacz any comments about the text and he will update with <br /> changes. <br /> Correspondence: N/A <br /> Other items not reasonably anticipated by the Chair (This space is reserved for <br /> topics that the Chairman did not reasonably anticipate would be discussed.): <br />
