everything, the only thing might be Willowbend. No one followed up with them from the March
meeting, so hell meet with Willowbend on Friday.
Mr. Lyons asked what's tit for tat with Summerwood it they let us put a pump station in?
Chris Gallagher said a betterment with 0% interest. Over 20yrs would come out to +/-
$100/month,over 30yrs would be +/- $60/month.
Anastasia Rudenko talked about the pre-qualification process. She said we have an aggressive
schedule to give us flexibility with construction. The SRF loan requires a contractor by the end of
June, we submitted the application one month ahead of schedule, and outstanding items will be
submitted as they complete the initial review.
Chris Gallagher asked about immediate items, like plan set revisions so we can get closer to
bids. He said it might be quicker if he could sit down with someone for an hour or so rather than
go through a group of multiple people during a review process.
Anastasia Rudenko said the target to be"bid ready" is November 1st,
Mr. Rapacz asked if one of the Commissioners needs to be on the Prequalification Committee.
Anastasia said potentially 1 Commissioner and the Town Engineer. Chris Gallagher said possibly
Catherine Laurent from DPW (if needed). Joe Lyons volunteered to be on the Prequalification
Committee.
Town Engineer Report—
SRF Status, Takings Status, Condos: reviewed during Anastasia Rudenko's discussion.
Willow Bend &Stratford Pond: We haven't started discussions with Stratford Ponds yet.
Willowbend has been talking to us. Michelle Higgins already looked at it and will send Chris
Gallagher a punch list of what is needed. She said we're at least 3-4 months out, he told
Anastasia Rudenko we need to get these permits out. There's about 4 we need. Chris said
there's no way we'll be ready to bid out in November, a lot should have already been done. We
have to get a constructor by June.
Ken Dunn said GHD's schedule says we can advertise or that 10/15/21. Chris Gallagher said that
would more likely be done in January or February as it typically takes 90-120 days for any
permit.
Joe Lyons said we might be able to clear the ground and start digging in the spring. Chris
Gallagher said there's a process once it's bid out before giving a notice to proceed. We might
get a notice to proceed on "this portion"of the project.
Plan Revisions Update: Chris Gallagher spoke about some changes he sent to GHD for the Sea
Oaks design. Basically, the original design had about 2500ft on of sewer sunk deep on their
property, it was expensive to a private customer. Carleton Street is right behind Sea Oaks, we
don't need an easement. We can just run through their property and put a stump in. It's only
about 30ft on their property and about 250ft in the woods.
The Housing Authority is fine right now, they have a really high-tech nitrogen removal system
that's working great.
