mains to service the Summerwood/Asher ' s Path area of the Town which <br /> has recently suffered significant water duality problems possibly <br /> associated with the Town landfill* Anumber of residents in the area <br /> have been advised not to use their tap water for drin ingp bathing, <br /> coo Inge or any purpose due to high levels of carcinogenic volatile <br /> organic chemicals. The Town may face serious liability if the <br /> landfill is t fault and must move quickly to provide safe water to <br /> the affected residents. <br /> Article 26 <br /> To see if the Town will vote to authize + he Board of Selectmen <br /> to acquire by purchase am /or eminent domain all , or a major portion, <br /> f a parcel of land of 66 .9 acres, more or less, identi ed on the 1987 <br /> Mashpee assessors ' Maps as Map 43, Plot 51 and being the land shown on <br /> Land court Plan 41390AO generally located on the north side of William <br /> Mingo Road west of Lovell 's Lane, the said land to be held for future <br /> public well purposes; further, to see if the Town will vote to appro- <br /> priate a sun of money for such purpose, including expenses incidental <br /> and related thereto, and to raise such appropriation, the Treasurer , <br /> with the approval of the Selectmen, be authorized to borrow a sum of <br /> money under and pursuant to chapter 44, Section 3 , or any other <br /> enabling authority, and to issue bonds or notes of the Town therefore <br /> with said bonding authorization contingent upon passage of a referen- <br /> dum to exclude the principal and interest on such debt from the tax <br /> levy limitation imposed by Chapter 59, Section 21C of the General Laws <br /> so-called Proposition 2 1/ ; and further, to see if the' Towm will <br /> vote to raise and appropriate or transfer from available funds a sung <br /> of money to the Mingo Road Land Purchase Account and a sum of money t <br /> the Issuance of Debt Account; further , to see if the Town will <br /> authorize the Board of Selectmen and/or water Commissioners to apply <br /> for and accept Federal ardor Mate grants to be applied by the Town <br /> toward the financing of this purchase, and to eater into contracts and <br /> agreements with Federal and/or State agencies or other entities or <br /> persons in connections with the purchase of all or a major portion of <br /> such land; and finally, to see if the Town will authorize the Board of <br /> Selectmen to enter into agreements and execute any and all instruments <br /> as may be necessary on behalf -the Town to effectuate said purchase ; <br /> tl. n to .n efi4 ni- el. postpone a o e .motion carries,* *-* * . <br /> i <br /> Because there are no funds available, the Finance committee does not <br /> recommend this Article if the Water District is not established. <br /> During the last 18 months, the own's consultants have carried out a <br /> extensive well drilling and testing program to determine potential <br /> sites for public water supply wells.
