'1 <br /> i <br /> Tony stated . that is part of the Board's Special Permit <br /> requirements. <br /> Mr. Cura explained that he looked at the potential fate of <br /> phosphates and their migration in the soils, particularly <br /> sandy soils. He reviewed field studies which looked at <br /> phosphorus near septic systems in sandy soils . These studies <br /> did not find migration of phosphorus away from the systems. <br /> His report included a Table which presented the range of <br /> phosphorus absorbing capacity in sandy soils. He stated that <br /> there is enough absorption capacity in the first to feet of <br /> soil at 26,000 gal per day (which is the amount their plant <br /> will eliminate) to absorb the first 100 years or more of <br /> phosphorus coming out of plant. <br /> Pat asked given that phosphorus doesn' t migrate, what is the <br /> downside of this concentration in the soil? <br /> Mr,Cura stated that the soil has the capacity to absorb ; <br /> } <br /> the first 100 years . The only downside is agriculturally, <br /> must fertilize soils there is no human health, or <br /> environmental danger. <br /> Scott asked if the Cotuit water district received this <br /> report? <br /> Mr. Kirrane stated they they will provide them with a copy <br /> of the report. <br /> Tony explained that the Town Planner needs time to review <br /> the report and the Cotuit water district needs time to <br /> review it. In his opinion if the information is accurate, <br /> it seems to work and there is no impact from phosphorus. <br /> Louise motioned to continue the hearing to June. 7th at 8 :15. <br /> Judy seconded the motion. All Board members were in favor. <br /> Tony Mr. Kirrane if he could submit a Special Permit draft <br /> at the next hearing? <br /> Mr. Kirrane stated that they did submit one in October. <br /> Tony suggested they adjust what needs to be before next <br /> hearing and submit it as a draft on June 7th. <br /> The Board also needs a final set of drawings which are <br /> labeled final master site plan. <br /> Tony mentioned to the applicant that there are 4 members of <br /> the Board who have sat through the entire hearing process. <br /> The Special Permit would then would require a unanimous vote <br /> of the Board. It was Town Council ' s opinion that if Pat ' <br /> A` Coffey familiarized himself with the plan, he could vote on <br /> the Special Permit. <br /> Mr. Kirrane stated that he had no objection to Pat voting on <br /> this issue. <br />
