Review <br /> Executive Summary of the l iashpee Commons Development Agreement <br /> Mary waygan made reference to proposed changes to the Mashpee Zoning <br /> Bylaws; and cautioned against spot Zoning. <br /> The Town Planner commented that a Development Agreement does allow for <br /> adjustments in zoning for one applicant. The zoning bylaws could be amended Town- <br /> wide with.regard to issues concerning this applicant, without interfering with the <br /> Development Agreement. If a situation:is arranged whereby zoning is amended only for <br /> this project and within the Development Agreement the Cape Cod Conic scion <br /> regulations require Town Meeting approval of the Development Agreement by two-thirds <br /> votes. He suggested any zoning amendments be made Town wide i order to avoid a <br /> Town Meeting-approval. <br /> Mr.-Storrs stated that he would never request zoning amendments specific only t <br /> his project. He and,the Town Planner have reviewed the zoning bylaws and would like. <br /> attempt to use the Commercial Center Bylaw in concert with the first section of the OSID <br /> Bylaw. There are very specific changes to be made.such as use of public wastewater <br /> treatment facility. Another amendment would be to allover one or one and a half parking <br /> spaces for a-studio or one-bedroom-unit, in order to avoid excess parting. <br /> The Chairman requested the parking issue remain open for discussion at a future <br /> date as he would like to comment further. <br /> Fast Steeple Street Intersection <br /> The Chairman asked for a consensus of the Board: <br /> James Leonard -opposed to a traffic light-at this intersection. <br /> Thomas O'Hara—no-objection to a traffic light; would like to review the traffic <br /> study. <br /> Dennis alzarini—not convinced this would Delp the traffic situation as it is <br /> located too close to f onna's Lane and the Rotary. He would be interested in reading the <br /> traffic study. <br /> Mary waygan—suggested alternatives to a traditional traffic light be requested <br /> through the traffic study and included within the scope of discussion. <br /> Goals <br /> T` e Town,Planner commented that only half of the goals have been outlined in <br /> this document. There is no mention of what the applicant is preparing to provide the <br />
