MOTION: tennis Balzarini made a Motion to schedule a Public Hearing in this <br /> matter for July 15, 2009 at :20 p.m.; which Motion was duly scconded by Joseph Mullin <br /> and so voted unanimously. <br /> Discussion <br /> Regional Policy P1ar Vision.Map—Cape Cod Commission Staff <br /> The Chairman called this matter t order and.recognized Phil Iascornbe, Cape <br /> Cod Con fission, who provided some background information with regard to the Land <br /> Use Vision Map. <br /> The Vision Map is a direct result of the 2 1 Century Task Force, County <br /> Commissioner. One recommendation was for an increase focused on planning and the <br /> use of these maps, rather than relying totally on regulations; and also, to improve <br /> communication bctwcen the towns and the Cape Cod Commission (CCC). <br /> The purposes.are two-fold, to establish a Cape pride vision for future land use and <br /> to work collaborativcly with the County'and 1 -towns on the Cape. Secondly, to make <br /> an attempt to improve the CCC regulatory review in order to he more consistent with its <br /> Growth Policy. The Vision Map has a regulatory role for the CCC and also establishes a <br /> land use vision for planning Poses. <br /> County growth Policy—Leans towards areas that support growth, and away from <br /> the more sensitive, ecological, and historical areas that wan-ant protection. <br /> CCC. Regulatory Process—Commercial and residential thresholds have been <br /> unifrrnly applied across the Cape rcgardless of location. This process provids minimal <br /> opportunity for communities CC to provide incentives for growth in desirable areas. As <br /> result,projects before the CCC were required to mcct every standard within the <br /> Regional Policy Plan. There was minimal flexibility as to how to apply the standards and <br /> incentives for the appropriate project at the appropriate location. <br /> Fare Areas of Identification—Economic Centers; Industrial and Service.Trade <br /> Areas; Tillages; Resource Protection Areas; and Other. <br /> Definition <br /> Economic Centers—Areas of growth and development. <br /> Industrial and Service Trade— Smaller areas that have been designated for <br /> industrial use. <br /> Resource Protection Areas—Mainly flood zone and habitat areas, as well a <br /> protection of historic districts, and the National Seashore. <br />
