Villages—Preserve historic and/or community character; small compact areas <br /> with development at a local scale. <br /> Effects of Mapping on CCC Review <br /> Two major effects—There are considerable incentives.built into the I Ri review, <br /> i <br /> Regional Policy Plan for certain uses in certain locations. Also, the towns have the <br /> opportunity-to request the CCC alter the thresholds.in a number of ways when there i an <br /> endorsed/adopted Land Use vision Map. <br /> Mr. lascornbe explained that the reason for different standards in different <br /> locations is to.provide incentives for certain types of development in certain locations. <br /> The Land Use Standard within the Regional Policy Plan requires that <br /> development before the CCC as a IRI be located both within land consistent with the <br /> land use, as well as with the characteristics of the category. <br /> There is a standard within the Economic Development section which encourages <br /> new development located in Economic Centers, Industrial and Service Trade Areas,.or <br /> Villages and can be waived for a number of other criteria. <br /> Open Space— Provides.-an opportunity for mitigation, Applicants can elect to <br /> provide on-site, off site, or cash contribution. The amount of open space dictated by <br /> whether or not the project is located within a significant natural resource area SNRA . If <br /> so, the requirement is for twice the developed area to he set aside as open space., I <br /> outside the SNRA, Economic-Centers require half as much open space as developed area; <br /> in any other area, the ratio is one for one. <br /> Redevelopment within an Economic Center, including expansion of the developed <br /> area that does not expand developed area by more than 0%, has no open space <br /> requirements. <br /> Sharon Rooney read from the CCC I ef` itions of developed land, "Any area that <br /> currently contains buildings, parking, and other development related infrastructure or that <br /> has had:such infrastructure removed or was in use within-the past five years."" It sloes <br /> not include those areas or portions-of sites that are vegetated. The calculations are <br /> described in more detail in "Open Space Technical Bulletin"'which has been adopted by <br /> the CCC and is available.on line, as well as all of the resource reaps. <br /> Affordable Housing <br /> Mr. Dascombe stated there are no changes-in this regulation, that there remains a <br /> 10% requirement for residential projects, with no change based on land use designation. <br /> There is however new requirement for commercial RI's to provide mitigation <br /> for affordable housing, which is based upon a study completed for the-county focusing on <br /> 3 <br />
