The Town Planner noted that rational Heritage-requires seventy 70% percent of <br /> mapped areas to re- main as open space. If this cannot be accomplished on-site, land must <br /> be acquired off-site to make up the difference. Said land roust be the same habitat type. <br /> and onlythirty % -percent counts-towards mitigation. <br /> Mary Waygan pointed out that there-i s also less traffic and open space mitigation <br /> within an Economic Center,regardless of the number of floors in a building. <br /> The Chairman also clarified that Mashpee Commons would be directly <br /> responsible financially for traffic impacts surrounding the area being.developed (traffic <br /> lights, etc.,-anything that would cause a financial hardship for the Ton , above and <br /> beyond traffic mitigation. <br /> The Town Planner stated Mashpee Commons would be,financially responsible to <br /> entrance into their project, such as signalizing Steeple Street, as opposed to mitigation for <br /> the overall traffic conditions. He explained the difference,between.traffic mitigation <br /> which addresses traffic safety, etc.; and trip reduction mitigation, which would result in <br /> the construction of bike.paths, etc. <br /> Dennis Balzarini expressed his desire to-rescind the Planning Board Grote taken at <br /> an earlier meeting in support of the regional Policy Plan Vision Map. <br /> MOTION: Dennis'Eal arini made a Motion to rescind the earlier endorsement of <br /> the Vision,clap—July 17, 200 ; as,well as the.vote take on September 3, 2008 to amend <br /> the NUlitary Base to "Other"until such time as the Planning Board,Board of Selectmen, <br /> and members of the general public are more.satisfactorily educated on both.the Vision <br /> Map and the regional Policy Plan.
