Board Members Jonathan D. Furbush, William A. Blaisdell, James Reiffarth,
Judith Horton, and Associate Members John Dorsey and Domingo K. DeBarros were present.
Board Member Ron Bonvie and Building Commissioner Richard Morgan were absent.
Chairman Jonathan D. Furbush opened the meeting at 6:00 p.m. and introduced Dick Jodka,
as the new Associate Board Member to the Zoning Board. Dick was voted as an Associate
Member by the Mashpee Town Selectmen on Monday, May 20, 2013 and will be sworn in at
his convenience.
Jeanne S. Mantel & Lewis Mantel, Trustees: Request a Special Permit under §174-25.1.9
of the Zoning By-laws to allow for construction of landing, stairs, pier, ramp and float
extending across a total of more than seventy feet of coastal beach, coastal bank, salt marsh,
or bordering vegetated wetlands and/or coastal wetlands, freshwater wetlands, swamps or
marshes on property located in an R-3 zoning district at 270 Monomoscoy Road (Map 120,
Parcel 58), Mashpee, MA.
Sitting on this particular hearing is Jon Furbush, Bill Blaisdell, Judith Horton, Dom DeBarros
and Jack Dorsey.
John Slavinsky, Cape & Islands Engineering introduced himself representing Collinswood
Trust. He stated that Jeanne and Lewis Mantel owned the property for forty three years. He
stated this particular lot is connected to a large marsh and boarders a body of navigable water.
The Mantel's would like to build a dock and storage shed on this property. However, the
Conservation Commission stated the shed required a variance of a 50 ft setback, so the plans .
were redone to eliminate the shed.
On April 2, 2013, John Slavinsky stated he filed paperwork with Waterways, Conservation
Commission, Harbormaster and Shellfish Warden. On May 9, 2013, he met with the
Conservation Commission and received approval with stipulation to cut the gravel drive park
area in half. He stated there were no comments from Waterways or the Shellfish Warden, but
there was one comment from the Harbormaster stating he wanted to see where the closest
dock was to the North on the plot plan. John stated it is 250 feet to the North of the closest
dock. The dock to the South is shown on the plan. The total size of the dock is 173 feet, and
110 foot section of dock extends to the water. The dock is positioned so it would not require a
float and would have enough section to the low water mark. At the Conservation Meeting no
abutters objected. There was no correspondence received from Waterways, Harbormaster or
Shellfish Warden. They closed the hearing and approved the project.
