MASHPEE ZONING BOARD OF APPEALS <br />JULY 24, 2013 <br />MINUTES <br />• This project is also conditioned upon a full set of revised plans submitted to the building <br />inspector showing compliance of heights, stories, and average grade present and future <br />and his approval of the plans. <br />John Dorsey seconded the motion, yes. Votes: Jonathan Furbush, yes, Bill Blaisdell, yes, <br />James Reiffarth, yes, Richard Jodka, yes, and Dom DeBarros, yes. All were in favor. <br />OTHER BUSINESS <br />Tom Feronti, Construction Manager representing Mashpee Commons 40B Project <br />addressed the Board and introduced the following attendees: Eric Bush, Financial <br />Advisor of Russ Point Advisory, John Connell, Project Manager and Bud Chace, <br />Principal of Mashpee Commons. <br />John Connell, Project Manager spoke and presented the project to the Board Members <br />starting with "Sub -Phase A" which is to complete Market Street all the way to Jobs - <br />Fishing Road. John mentioned there is a deadline to start the project now and <br />systematically with the requirements of 40B and the ZBA before the permit lapses in <br />April, 2014. A problem was discovered regarding the threshold of the four foundations <br />with the 40B requirements. A building permit needs to be issued to start the building <br />project but the 40B regulations state that no permit should be issued before their final <br />letter of approval. Although there is a Comprehensive Permit in place, construction <br />cannot start until a letter of approval is issued. The four foundations are the threshold of <br />the project and effectively moves the deadline up about five (5) months. <br />Jonathan Furbush stated there are several items to consider prior to start of the project, <br />i.e., minor or major modifications, size of buildings, number of units, plan changes, etc. <br />He mentioned that the Planning Board and other departments should be notified and <br />approve of the project before returning to the Zoning Board of Appeals. He stated any <br />plans and changes of what was approved and what is proposed should be submitted to <br />determine if a minor or major modification. <br />Ron Bonvie suggested to possibly setup meetings to include all Board members, <br />Selectmen, Planning/Design, Town Engineer and Zoning Board to fast track the project. <br />Richard Morgan mentioned that these plans should include the current stretch and <br />sprinkler codes. <br />Tom Feronti the architecture of the buildings would still follow the code that was <br />approved as a function of the special permit. Any changes regarding road layout would <br />be submitted to the Town Engineering, fire and police departments for review prior to <br />start of any construction. <br />In concluding, John Connell thanked the Board for their time and will be in contact again <br />soon to schedule future discussions. <br />7 <br />
