MASHPEE ZONING BOARD OF APPEALS <br />AUGUST 14, 2013 <br />• MINUTES <br />Tom mentioned he would like to have his 50% submittal ready by August 19, 2013, and <br />will meet with Charlie Rowley, Town Engineer and solicit his comments. The goal is to <br />start Market Street in November 2013. <br />In order to start the four foundations, a permit needs to be submitted to the building <br />departments and other Town offices within 45-60 days before starting the project. The <br />permitting process for the four foundations would start in January for approval by March <br />and installed prior to April 2, 2014. This means Mass Housing requires the final letter of <br />approval within the next three months to sign the final letter of approval prior to the <br />permitting process. The swap will allow building of Market Street without a permit, and <br />Mass Housing is very clear you cannot have a permit without the final letter of approval. <br />Jon stated that any changes made to the plan needs to be submitted with a bullet point <br />document. This will need to be spelled out logically so the Board can determine whether <br />it's a minor or major modification. The biggest issue is the parking. <br />Charlie Rowley approached the Board and stated his involvement is keeping with the <br />Special Permit the way it was written. He will review the 50% plans and ultimately the <br />full set of plans. Moving forward with the potential construction starting in November. <br />As stated, the final permit will involve providing reports of the inspection work and <br />construction. He would like to submit a bill through the ZBA office or through a 53 G <br />Account. He would like to make sure this is set in place prior to starting. <br />Charlie also mentioned he will review the drainage system that will be constructed onto <br />Market Street and how it flows into the outfall onto Route 28, and the general design of <br />the adjacent phases. He will only be overseeing a piece and not all of the project. He <br />stated he will review the guidelines that are written in the permit. <br />Bill Blaisdell suggested to Charlie he submit a scope of work and present it to the Zoning <br />Board and Town Manager. Richard Morgan mentioned he would like to review the <br />proposal and talk with the developers. Richard also suggested to Charlie to look at the <br />guidelines of the permit and how he complies and proposes the project. <br />Charlie stated the detailed designs were not submitted as part of the approval process. He <br />stated they were preliminary drainage designs, not full build out designs that actually <br />showed specifically how the drainage would be incorporated. The 40B permit allowed for <br />multiple styles of drainage depending on the final layout. This still has to be reviewed for <br />final approval. This is the reason the final plans have to be submitted within 45 -days to <br />the Zoning Board Member and include his report. <br />Jim Reiffarth stated he thought there were permanent designs when the 40B was <br />approved. <br />• <br />0 <br />
