• F <br /> Discussion <br /> Southport Regulatory Process <br /> The chairman asked the Town Planner for clarifica-tion <br /> of this issue . <br /> The Town Planner reported- on a Zoning Board of Appeals <br /> Meeting where a delegation of Southport residents were <br /> present to voice their concerns . <br /> The Zoning Board of Appeals determined that <br /> clarification of responsibilities throughout the process <br /> would require a subcommittee consisting of two ni-ng Board <br /> of Appeals .Members, Building Inspector, Town Planner, and <br /> two Planning Board Members i-n order to review regulations, <br /> by-laws, and permits . <br /> The original by-law provides for a Zoning Board of <br /> Appeals Special Permit which includes a master site <br /> development plan allowing the project to be developed in <br /> sections with submission to the Planning Board for final <br /> site development plans for each section. <br /> - The. Special -Permit -however,- includes- Zoning -Boa-rd- of <br /> - <br /> Appeals approval of the site plan process . The 'Zoning <br /> Board of Appeals requires the final s'-' to plan be consistent <br /> with their Special Permit <br /> The Zoning Board of Appeals has requested a joint <br /> meeting in order to determine responsibilities as this <br /> project moves forward. <br /> The Chairman asked what role the Planning Board would <br /> have regarding a Special Permit granted by the Zoning Board <br /> of Appeals. <br /> The Town Planner explained that the by-law under which <br /> the Special Permit was written specifically named the <br /> Planning Board. "...The developer ma-y develop the site in <br /> sections and after submission to the Board of Appeals for <br /> approval of the master site development plan, the developer <br /> shall submit to the Planning Board for approval final site <br /> development plans for the sections which it intends to <br /> develop. . . r' <br /> The Zoning Board of Appeals granted the Special <br /> Permit; the Planning Board was responsible for technical <br /> 4 <br />
