8 <br /> Board of Selectmen <br /> Minutes <br /> January 26, 2004 <br /> APPOINTMENTS AND HEARINGS: <br /> Department the Array—Offer to Sell Easement: <br /> Representatives from the Department of the Array were present to discuss <br /> the easement to be acquired over approximately 3.5 acres of land located <br /> off'Grafton Pock net Road in connection with the fael spill clean up <br /> activities at the Massachusetts Military Reservation. <br /> More specifically, the easement will be for the construction of a <br /> groundwater treatment plant, monitoring wells and related equipment. <br /> Correspondence was received from Town Counsel dated January 2, 2004 <br /> incorporating amendments to the agreement proposal. The period of the <br /> easement would he for up to 20 years, ten ninating on the earlier of the <br /> completion of the reme iation activities or by filing a notice of <br /> termination with Barnstable County registry of Deeds. <br /> Motion made by Selectman Marsters to approve and execute the <br /> document entitled "Offer to Sell Easement"" to the United States of <br /> America located in the Quashnet Bog area associated to fuel spill- <br /> and the petroleum fuel spill area; <br /> Motion seconded by Selectman Cahalane. <br /> VOTE: Unanimous. -o. <br /> NEW BUSINESS <br /> Recommendation for Appointment—Circulation Assistant—Circulation Assistant: <br /> Helene I eFoe, Librarian was present to request the Selectmen appoint <br /> Janet Trash to the full-time position of Circulation Assistant, Grade 4, <br /> Step 2 of the PAP pay scale. <br /> Ms. Trash has considerable experience with the CLAMS circulation <br /> software from working at a neighboring library. She would require very <br /> little training and has a broad exposure to many aspects of library work. <br /> Discussion followed with regards to the Selectmen's policy to make initial <br /> appointments at the pay scale of Step 1. It was agreed that the Personnel <br /> Administrator would be consulted with respect to this regard. <br />
