The Chairman re ogni ed David Wood, representing the Applicant who <br /> subnmitted a covenant for the subdivision, as well as the plans for Planning Board <br /> signature. <br /> Planning Board signatures: Mary waygan and Dennis ai arini n a plan of land <br /> entitled, "Willow Circle Definitive Subdivision Plan, prepared by Baxter Nye <br /> Engineering-and Surveying, for willowbend Country Club, Inc., dated 09 1 09". <br /> Development Agreement <br /> Mashpee Commons Update - Plans and Development Agreement Process <br /> The Chairman called this natter to order and recognied Douglas Storrs, <br /> representing the Applicant. <br /> Mr. Storrs provided handout materials referring to: " s per the Planning Board <br /> Request,the following is a brief outline of the status of subjects relating to the Cape Cod <br /> Commission's review of the Development Agreement based on the Devised Regional <br /> Policy Plan and the Minimurn Performance Standards contained in it." <br /> Land Use—The plan currently meets all minimum-performance standards. <br /> Economic Development—The plan currently meets all minimum performance <br /> standards. <br /> Water Resources—There is ongoing conununication.with staff at the Cape Cod <br /> Commission, reviewing information regarding the operations of the Mashpee Commons <br /> wastewater treatment plant over the past five and ten-year period in are attempt to compile <br /> the most accurate information. Mr. Storrs-informed the Board that the Commission is <br /> currently preparing a memo explaining the arrived upon 3.7 milligrams per liter nitrogen <br /> figure out of the plant as a base. <br /> Wildlife and Plant Habitat—Applicant was required to provide an upd to-and <br /> provide a current Natural Resource Inventory for the two neighborhoods (East Steeple <br /> Street and Forth Market Street). Applicant appealed to the Mate to reconsider them <br /> designation as a rare and endangered species area, to which the Mate concurred and <br /> removed it as such on their napping. The Mashpee water District has provided.a letter <br /> stating they do not and would not ever consider this area as a source for Potential public <br /> water supply. Said Natural Resource Inventory also documented that there are n <br /> wetland areas. <br /> Reference was made to "'May 13, 2010, LEC Environmental Consulting Firm <br /> addressed to Douglas Storrs, regarding Natural Resources Inventory Mashpee Commons <br /> East Steeple Street and North Market et Street,Phase II, h4ashpee, Massachusetts" which <br /> corresponds with Technical Bulletin 99 -00 . <br /> 2 <br />
