Open Space-MCLP—Mashpee Commons is proposing donating the rear side of <br /> the western edge of the property at Great Neck Road South(the Children's Museum site), <br /> which acreage will exceed the.space requirements in the Regional Policy Plan. The goal <br /> is to set aside the land abutti. g the existing Town owned conservation land. <br /> Transportation—Mashpee Commons is working on finalizing the traffic scope; as <br /> well as attempting to reach agreement regarding Land Use Codes for yip generation. <br /> Waste Management—To be determined. <br /> -Energy--The-Cape Cod Conun.ission has established Energy Star requirements <br /> and LEER guidelines, but not required certification. Also, reduced pavement widths, <br /> porous pavement options, native landscaping, white roofs, LED lighting and other energy <br /> saving alternatives are being considered. <br /> Heritage and Community Character—The Cape Cod Commission is requesting <br /> that 1 i shpee Commons provide documentation for the Massachusetts Historical <br /> Commission. A study conducted several.years ago determined there are no historic or <br /> cultural archeological resource -on the site. <br /> With regard to community character, Mashpee Commons has made a decision to <br /> revamp Jobs Neighborhood and the whitings Neighborhood as they are out dated and so <br /> much more i fornn tion is currently available. <br /> Mr. Storrs informed the Board that he has requested a waiver of the development <br /> fee with the Cape Cod Commission. The current application fee has been calculated at <br /> $183,095.00 to apply for a Development Agreement. The Town of Mashpee currently <br /> pays the Cape Cod Commission$172,000.00 per year in fees even though the Town has <br /> no projects under review at the Commission level. <br /> Mr. Storrs is also requesting the Cape Cod Commission address the Affordable <br /> Dousing payment. The Affordable Dousing component of the Regional Policy flan has <br /> specific calculation for fees without a local Land Use elision Map, which creates a <br /> separate and additional taxation. The Commission has not taken into account the ninety_ <br /> six affordable housing units called for in the Jobs M%tings Neighborhoods, that. <br /> should be reflected, however the Commission did not haver view over these two <br /> locations and therefore will not be taken into account. <br /> There are two components to the affordable housing criteria under the regional <br /> policy plan. One requires that ten 10% percent of all residential units be set aside; the <br /> other applies a dollar factor to the commercial square footage. In the event a community <br /> has not adopted a land use vision map, the co rnercia,l affordable housing is doubled. <br /> Town- Zoning Bylaw—The Chairman asked.if there are any proposed changes to <br /> the existing Town Bylaw.
