requesting some changes to the Bylaw which the Board has agreed to consider as part of <br /> the Development Agreement process. <br /> Mr. Storrs made reference-to that section of the Bylaw that states that wastewater <br /> must be tied into a public wastewater treatment plaaat. He would like to request at the <br /> October Town Meeting that the word"public" be removed or to add the words"public <br /> and/or private'' wastewater treatment plant. He explained that he is unable to make <br /> submittal that does not confornn to zoning. <br /> The Town Planner reiterated that the Planning Board position is to consider filing <br /> the appli ati n a endrnent as part of the discussions f the Development Agreement <br /> which are to take place after October. <br /> This was not however, Mr. Storrs understanding. The Chairman- stated she is well <br /> aware that this situation warrants further discussion and resolution. He also explained <br /> that if he had chosen to file a Development of Regional Impact.application the Applicant <br /> and the Planning Board would be not be allowed to conduct any discussion until such <br /> time as the Cape Cod Commission process has been completed. A Development <br /> Agreement however provides the opportunity for the..Planning Board, Cape Cod <br /> Commission and Applicant to discuss. and agree in concert on one plan. <br /> Applicant has chosen to address many issues with the-Planning Board over the <br /> Past year in an.infor al manner before the formal hearings begin,resulting in a much <br /> improved plan. <br /> The Town Planner reminded Mr. Storrs that previous Planning Board members <br /> were not completely satisfied with the layout of East Steeple Street. Another issue of <br /> conceal is the location of the street intersections on onna's Lane. <br /> Dennis l rini raised safety concerns regarding the center strip at North Market <br /> Street. <br /> The Chairman mentioned that the Traffic Study scope has-not yet been finalized. <br /> The Town Planner made reference-to the approach taken by the traffic consultant <br /> which is Lased upon a calculated number that includes all of the commercial space in <br /> Mashpee Commons including Forth Market Street, Jobs Fishing and East Steeple as i <br /> they were one shopping center. He takes issue with this approach as it, i.n effect, <br /> undearestinnates trips as there will actually be trips between East Steeple Street and <br /> M h e Commons, and North.Market Street as well.(people will.not necessarily walk <br /> from heir cars directly to the stores as you would a mall shopping.center). Also, <br /> residential units are mired.in with.the commercial. <br /> The Chairman suggested the Applicant address the Planning Board at a future <br /> date to review the plans, as well as to address transportation issues. <br />
