Mr. Storrs stated that the Cape Cod Commission focuses-mainly on planning and <br /> f u-nishing mixed-use growth to occur in logical locations on Cape Cod. He noted that the <br /> Commission has become much more of a planning and regulatory agency. <br /> It was agreed that the Applicant would be placed on the July 2 1't agenda for <br /> further discussion in this matter. <br /> David Kooharian inquired as to whether or not an association would b <br /> established, and if so what types ofrestrictions would be imposed. <br /> In response, Mr. Storrs stated that residents would either own or-rent-their hones <br /> or conmrial spaces. All ownership will be in fee simple, and everyone will be a <br /> member ofwhat is known as common law nd mum under the Commonwealth of <br /> Massachusetts stag law as all-residents will be connected to a public wastewater <br /> treatment plant. Residents will be responsible for common area mainten Ance such a <br /> road plowing, etc. <br /> There will be.however restrictions regarding architectural style of buildings, <br /> materials, etc. in an attempt to promote traditional Cape Cod forms without removing.the <br /> opportunity for architectural artistry/diversity. <br /> Mr. Storrs further stated that he feels it would be inappropriate to make an attempt <br /> to impose social rules upon the center of the community. He supports social economic <br /> diversity and participation in the economic growth of the conu iunity. <br /> With regard to future rules/restrictions, Mr. Storrs noted the possibility of the <br /> majority of residents imposing certain living restrictions. The percentage ratio is ninety <br /> (90%)majority in favor of changing/establishing restrictions. <br /> Mr. Storrs also addressed the issue of public/common areas, stating that the <br /> original goal was to provide a multiple of common areas. Some of the areas are as large <br /> s an acre and a half(Library and Church), as well as those urban plazas such as is <br /> located in front of the Post Office. There are plans for another acre and half space at the. <br /> core of whitings Road, as well as sating aside an area as a warping path around Trout <br /> Pond.which would create a diversity of public/community opportunities. <br /> Mr. Storrs reiterated, that he has no interest in restricting human behavior unless it <br /> is either offensive, or unless someone is aggressively antagonizing others. The goal is to <br /> create, with Town input, a plan that will evolve over time with enough flexibility to allow <br /> for an-organic nature, rather than a prescribed nature. <br /> when the Applicant files a formal application, more formal (public)hearings and <br /> reviews will be conducted with both the Cape Cod Commission and the Planning Board. <br /> l .r.
