The Town Planner spoke to some of the advantages.for the Town explaining.that <br /> the Flaming Board--will negotiate the Development Agreement which wi 11 be signed by <br /> the Board of-Selectmen and is considered to be a contract. He asked the,Board to <br /> consider a,reasonable fee structure for the'Down t impose on this proposed long-tern <br /> Development Agreement phase. <br /> The matter was concluded at :20 p.m. It was agreed.that Applicant would return <br /> for. rrther discussion/plan review for both.June 16th and July 2 Vt. <br /> Board Items <br /> Chairman's Report <br /> The Chairrnan reported that.she has had contact with a representative from the <br /> Finance Committee regarding review.of the planning-Board fee structure, as well as <br /> Subdivision Rules and Regulations. She then made reference-to a report prepared by <br /> Selectman Richardson regarding the Town taking of private.roads. <br /> Selectman Liaison Deport <br /> Selectman Richardson-reported that the subcommittee has made-several <br /> recommendations. It has been.sugg sted that reference should be made to derwin Town <br /> bylaws that would require reviews of certain'private ways in the Town and make a <br /> recommendation;prepare a list of those roads most in need of conversion for Board'of <br /> Selectmen action; identification of several areas that require serious repair of-their present <br /> ondition and which have-been identified.-by the Police and Fire Departments as a safety <br /> concern; those,roads that have been placed on the "no plo v` list. <br /> The,most recent group of roads-under consideration for taping would be clone so <br /> at are-approximate cost,to Town of Nine Hundred Thousand oo,000.00 Dollars. <br /> Where was discussion at the meeting as to whether or not it would be economically <br /> appropriate to pursue the takings. It was decided that further consideration in this regard <br /> be made. Sele ctman Richardson did conduct an inspection of the condition of the roads <br /> Frith the DPW Director, Catherine Laurent, and found that they,are,in need of repair, <br /> however the homeo n" ers are not in favor dire to the betterment gi sts. <br /> recommendation has been made that the Board of Selectmen take over 3 12 to -miles per <br /> year for the next several years until all of the roads have been talen. It was also <br /> recommended that-a capital.budget beset aside for the-existing roads, and inspections be <br /> made by the DPW of thoe roads the Town presently owns and maintains, many of which <br /> have been upgraded within the past twenty 2 gears and Von'h be in need of further repair <br /> at some port. It was also suggested that a Public Hearing be scheduled so that all <br /> residents could attend and provide feedback to the Town. <br /> There was brief discussion_regarding road taking requirements meeting.both <br /> Planning Board standards and DPW standards. <br /> 6 <br />
