Mr. Storrs stated that the greatest benefit to establishing a Development <br /> Agreement is that the Cape Cod Coll mission has a full staff of experts. <br /> Dennis alarini insisted that the Town should be represented by an independent <br /> consultant.in an advisory capacity. <br /> T e Chairman mentioned that traffic mitigation is a major concern. <br /> With regard to fees, Mr. Storrs explained that he has used an estimate for forth <br /> M rl et Street in terms of number of units and square footage {high end), and the estimate <br /> of East Steeple Street, as well a's-the Cape Cod Cornissin fee in'the amount of <br /> $183,095.00. He then combined the application fee and the review fee, for an <br /> approximate 5,000-$ 0-00 .00. <br /> The Town Planner stated that under the Special Permit regulations there is a <br /> specific set of fees for mixed use projects, Section II-A. <br /> Mr. Storrs informed the Board of his intent to ask-the Executive Committee of the <br /> Cape Cod Commission for a-reduction in the fees and to ask that it not be a completely up <br /> front fee because obviously it-is designed for review this goes n under multiple <br /> phases and that the fees should be paid as the phases are brought forward. He indicated <br /> that there has been an openness amongst the staff, although they cannot make <br /> determination for the Executive Committee,that they have stated that this arrangement <br /> seems fair. `All I'm trying to do here is just get a handle-on whether or not I a <br /> calculating the fees correctly."The traffic study and traffic count is just under <br /> $10 o,000.00 scheduled to be conducted in August. <br /> Mr. Storrs suggested 1lashpee Commons set up an account with an agreed upon <br /> balance with the Town so that consultants can bill directly to the Town and be paid from <br /> said account; to which the Board agreed 5 -A : <br /> t this point the Chairman commented on safety concerns with-regard to the <br /> intersection at Steeple Street and gobs Fishing Road, particularly trying to turn left onto <br /> Steeple Streetlashpee Commons. She suggested this intersection be taken into <br /> cor i eration when the traffic study is prepared; to which Mr. Storrs agreed. <br /> Mr. Storrs then made reference to the bylaw and the regulation that states transfer <br /> rights, residential units from of . ite parcels into the center ofTown, cannot be exerciser) <br /> unless connection-to a public wastewater-treatmen plant is available. There is no public <br /> wastewater treatment.plant within the Town. <br /> He requested the Planning Board to amend the Zooming Bylaw to read, "private" or <br /> `'and/or private" wastewater treatment plant at the October Town Meeting so that he will <br /> be in confonrnity with the Bylaw when he files an application for a Development <br /> Agreement with the Cape Cod Commission. <br />
