MOTION: Mr. Bal arini made a motion to recommend Article 9 to authorize undersized lots <br />for Commercial Centers which are tied into a private wastewater treatment plant versus a public <br />plant Mr. Petersen seconded the motion. 4 in favor-1 opposed <br />MOTION: Mr. Ba arini made a motion to recommend Article 1.1 to amend the zoning bylaw to <br />zero lot line lousing allowed without a landscaped buffer between buildings and more than one <br />unit per ten units may be set aside for affordable housing with one bonus unit for each such <br />affordable unit. Mr. Koobarian seconded the motiom 4 in favor-1 abstained <br />TOWN ROAD TAIUNGS <br />Manning Board Review and Recommendation Regarding Proposed October Town fleeting <br />Articles to Accept the Layouts of the Following Roads.as Town public Ways <br />Cape Drive (A TM rdd-Director of Public Works Catherine Laurent reported that the board o <br />Selectme=n., with a recommendation from the DPW, can petition the taking of a road that is in a state of <br />disrepair that will negatively impact town services such as emergency response, Cape Drive, located <br />between l t. 28 and Sampsons NE111 Road, serves as a cut through and 'is in a state of disrepair. The <br />DPW has recommended improved drainage and con t motion of a rww road. Mr. Balzarini questioned <br />the existence of a septic in the road but it was stated that it may be a storm drain. The roadway <br />consists of commercial properties, condominiums and single family homes. Ms. Laurent reported that <br />a commercial property and the condorniniurns have done somework-to try and improve the road. The <br />Chair questioned the residents' willingness to have the Town take over the road and leis. Laurent <br />confirmed that the majority of residents in attendance at the meeting supported the taking. Upon <br />completion of the improvements in the spring time, the costs will be assessed back to the property <br />owners through a betterment and the Town will begin ing the road. <br />The Chair questioned when the road was built and it was believed that it was constructed in the 1980s. <br />The road is 22 feet wide and will be maintained at that width. The pavement will be increased with a <br />inch base and I ' inch top. No final determination has been made regarding drainage but $50,000 has <br />been set aside to address the issue. Land area 'is limited for the bio-retention that has been <br />recommended for new subdivisions, but some existing leaching pits nay be utilized and swales may be <br />considered if space is available. Mr. FucWa questioned use of Pheasant Run open space and Ms. <br />Laurent reported that an wwment would be necessary and that it could be a possibility. The Chair and <br />llrlr. Balzarini voiced their support for a sale. ls, Lmmmt reported that there is no curb line but that <br />there is an existing berm. Board members discussed imes. of runoff and drainage in the area. Mr. <br />Petersen questioned whether a long narrow space -alongside the road would be available to create <br />swale and assist with drainage. Ms. Laurel highlighted an area of Town conservation land and the <br />Pheasant Lane open space where drainage may be a possibility but noted that the commercial areas <br />may not offer space for drainage. The Board suggested the incorpora on of swales and/or nutrient <br />retaining mechanisms for the project. <br />MOTION: Mr. rini made a motion to recommend tang over Cape give. Mr. Mullin <br />seconded the groin. All voted unanimously. <br />Baysho a eve and Brookside Cxrk # YM Article -Ms. Laurent reported that the residents in the <br />area petitioned for the takeover of the road. Mr. Fudala stated that the Seabrook Meadows subdivision <br />is located on the road near Monornoscoy. Ms. Laurent reported that the road has existing drainage but <br />heavy cracking in the road will mire cold plane surface and re -pavement. GIs_ Laurent noted that the <br />language of the Town Meeting motion will establish- the Town's right to maintain the drainage. <br />3 <br />
