The Selectmen voted to bring `pay as you throve'to Town Meeting in May. <br /> Selectman Richardson referenced the ray approved bylaw change regarding private vs. public <br /> r sewer, noting that the change was made to benefit everyone and not just Mashpee Commons. <br /> Selectman Richardson emphasized that the Town needs to grow and that revenue is needed and <br /> expressed his hope that what is happening i s positive, proactive-and moving forward and not <br /> delaying or holding anything back. Mr. B ` dressed fiustration at the suggestion that the <br /> Board is against Mashpee Commons when the Board has responded to Mr. Storrs' requests for <br /> change. Chairman wan stated that the Ord does hough questions. Seleaman Richardson <br /> clarified that he did not suggest that the Berard is against Commons but the Selectmen <br /> have a responsibility to Delp the Town grow and prosper and allow everyone to benefit while <br /> managing the tax base,and that commercial growth will Delp. Selectman Richardson suggested <br /> that the Board sound more proactive. Mr. Balzanni referenced issues with Trout Pond, for which <br /> he often receives calls from residents expressing their concena , and property near the church and <br /> plans to change to 40B in order to bypass Planning Board review. Mr. Balzarini added that <br /> Mashpee Commons plans have changed to residential and less commercial which gill cast the <br /> Town money and stated that he is looldng out for the Town. Selectman Richardson noted that <br /> there is a perception that it is difficuk to get requests through the Planning Board. Chairman <br /> waygan.stated that Plann1ng Board responsibilities acre-not easy, referencing the time it tales to <br /> draft a new bylaw, and adding that big mistakes could be easily made. The Chair stated the <br /> Board's efforts to move forward and noted that Mr. Storrs has not been in attendance at recent <br /> meetings. Chairman Waygan stated that-the Board takes the issue seriously and cots <br /> tremendous time both at the meeting and outside of the meeting. lair. Fudala added that the project <br /> is a 20-30 year master plan and that nothing has been built due to the economy.. Mr. Berl arini questioned the last time the number had <br /> exceeded permitted limits and Mr. Fudala shed that the Planning Board required South Cape <br /> Village to explain themselves and the facility management company made changes to address the <br /> issue. Mr. Petersen questioned whether mi&month sampling is required by the permit and A&. <br /> Fudala responded that it is not.
