Chai.man Mary waygan,,ice-Chair Dennis B l .arini, George Petersen and <br /> David Koharin <br /> Also Present: Torn.Fudala-Town Planner, Tom Mayo-GIS Admini <br /> Absent: Clerk-Joe Mullin <br /> APPROVAL OF MMUTES <br /> October 20,2010 Minutes-The Chair requested that 1-2 units be changed to read 1-2 bedroom units on page 2. <br /> MOTION; Mr.Baarini made a-motion to accept the October 20 meeting minutes with the correction <br /> n page 2. fir. Petersen seconded the motion. All voted 'Unanimously, <br /> The minutes for November 3 have been tabled until the next meeting by unanimous consent. <br /> PRELIIVHNAR ' SUBD"ION PLAN <br /> Applicant: Cape Cod Cooperative Bank <br /> Location: 588 Main St. (Assessors' Map 19,Block 10 <br /> Request: Request for waiver of Soo foot limit.on dead-end streets for 1lot <br /> Commerc dustrial Preleninary Subdim'ion Plan <br /> The applicant has requested a continuation to December 1 because they are not reader to proceed. <br /> DEVELOPMENT AGREEMENT <br /> Discussion of'Town Consultants for Mashpee CoMmon DA Special Permit Review <br /> This discussion will be tabled until Mr. Mullin is present to participate. <br /> Mashpee Commons Development Agreement-rM Methods Discussion <br /> Glen Cannon, Transportation Engineer for the Cape Cod Cossion, was present to discuss the Traffic Impact <br /> Access-Study Scope of vwork drafted by Vanasse Han en Brain, Inc and dated November ember , 2010. Mr. <br /> -Balzarini questioned how recently the traffic counts were gathered and Mr. Fudala confirmed that the counts <br /> were completed during the early part of the summer. <br /> Mr. Cannon confirmed that he has been reviewing the scope and is in attendance at the meeting to learn more <br /> about the Planning Board's intent to involve a peer review traffic enjpneer m the process. Mr. Cannon <br /> suggested that a peer review engineer should be involved early in order to also review the scope of work if that <br /> is the intent of the Board. Mr. Cannon expressed his Oncern about involving a peer review engineer too far <br /> down the road in the process and recommended involving a consatt=before the process begins. I1rIr. Cannon <br /> also stated that the Board could choose to have the peer review engineer review the traffic study and mitigation <br /> along with other issues, rather than the scope of work- Mr. Cannon reported that he has discussed the study area <br /> intersections with the Hoard,trip generation rates, internal trip generation and the internal capture rates, adding <br /> 1 <br />
