A roll call vote was needed t add the item to the agenda. Mr. Fudala referenced Mr. Rowley's report about the mergency won at 67 Pox Road. Due to weather,there has been difficulty paving the road in front of the home and Mr. Rowley has recommended that a cash perfornmee guarmtee be requested in order to allow the road covenant to be released. MOTION: Mr, I ooharian.made a motion to add 67 Pox mill Road, Habitat for Humanity property, to the agenda for tonight. Mr. Mnn seconded the motion. MOTION: Mr.Kooharian made a motion that the Planning Board accept the-cash amount for security that the road wiH be completed by June 1,2011 and that the permit to approve a road covenant be released. DEVELOPMENT AGREIINT Traffic S dy Scope of Work Cape Cod Commission staff I rich S naturi and,Glenn Cannon and Doug Storrs of l iashpee Commons sat before the Board. Mr. Furdala referenced documents in Bernd members' packets to include: Vanasse Associates, Inc.,.November 19 Scope of work for Traffic Impact and'Access Study, Glenn Cannon's Scope of work for the 1 iashpee Rotary and the Proposed RFP Development Review/Impact Analyses. Chairman waygan referent d the recent meeting between Cape Cod Conunission staff and Mr. Storrs and asked them for the results of the meeting. Mr. Storrs referenced the November 19 Scope that he submitted, seeking approval of the Scope in order to move forward with the study. Mr. Storrs also referenced the Planning Board's request to include review'review'mg rotary alternatives and review of the traffic located in the area by the green. fir. Storrs distributed copies of VAI's December 15 Amendment to the November r 19 Scope of Wod which articulates details about rotary alternatives and planning consideration so that potential altenisfives for the rotary are not eliminated. Mr. Storrs questioned whether the Board was familiar with the South Cape Vdlage study and recommended that copies be distributed to members of the Board since it reviews multiple options for the rotary. Mr. Storrs added that the additional traffic volumes from his project will be loaded and that they will continue to look at alternatives for the rotary, avoiding proposals that might infuwe alternatives for the rotary. Mr. Storrs noted that in the 20 gears since the.rotary has been considered,the best option appeared to be a bypass to move the traffic around the rotary. Mr. Storrs explained thatMashpee Commons purchased land that allowed the alignment of Donnas Lam with Jobs Fishing Road in order to create the third component of a bypass. Mr. Storrs discussed Frank Hicks Road and the cement,to align the roads and s* the intersection, which was funded by Mashpee Commons. her. Storrs emphasized that previously recommended aftern.atives to the rotary will be reviewed and noted such options as reducing the diameter of the rotary and adding lanes to the rotary. y 2 A
