Doyle explained that in'tially the Applicant wanted to present this matter as <br /> Approval Not Required; however the Torn Planner has suggested that it be presented as <br /> a Subdivision. <br /> Mr. Doyle asked for an informal consensus of the Board on a number of issues. <br /> References were made to "'Study Plan of hand, Prepared for Scott Bauer, in <br /> I rla hpe , Massachusetts,husetts, Dated October 30, 2007, Stephen J. Doyle and Associates'. <br /> The property is located on the corner ofBlue Castle and Great Neck Roads. The existing <br /> gravel way has been shaded in blue and is 8-.ft. wide at the apron located at the easterly <br /> end of the roadway and narrows down to 1 -ff. wide. <br /> Applicant is proposing to create two lots on the corner. There is a utility pole <br /> near the apron with uti lities running just south of the gravel road and ontinw*ng down <br /> Blue Castle Road. The water Department has put- water rnain in the roadway with n <br /> easement taming on the lot. There are problems with trying to move the roadway in order <br /> to create the subdivision. <br /> Mr. Doyle is suggesting that improvements be made to the existing roadway, <br /> pavement, drainage, etc. Drainage could be placed Within the o-f . right of way and <br /> widen and page the existing gravel road. In order to do so however, a portion of the <br /> easement area would have to be used in order to create two o,000_sq. t. lots. The other <br /> option would be to relocate the entire roadway, obtain a new curb cut, reclaim the <br /> existinggravel road, and grant a utility easement <br /> The Town Planner explained that the utilities mould not necessarily have to be <br /> physically moved. The Planning Board would only be dealing with the road <br /> construction. if an easement is placed upon the lot, the easement area could not <br /> contribute towards the lot size according to zoning. <br /> The Town Planner suggested the road be relocated into the road layout, with a <br /> Planning Board decision to be made upon the level of road construction. Said road would <br /> serve approximately 1 1-lots and additional 1 -acres of land. He feels this matter could <br /> not be presented as an AIR, which is why he has suggested the Definitive Plan process <br /> to rebuild the road in the appropriate location. <br /> There was some concern/discussion regarding Fire Department access. <br /> Mr. Doyle asked for Board input regarding a proposed 18-f . wide paved roadway <br /> with drainage located within the o-ft. right ofway. <br /> It was the general consensus of the Board to require an additional -ft. of <br /> pavement in order to meet the' oift. requirement (which is the same standard required for <br /> Fire Access Bylaw). <br />
