r
The Town Planner clarified the Planning Board has approval authority under the
Special Permit, a variance or waiver is not necessary.
Mr. Megathlin made referenceto-the plan indicating,a-connector to the old
Ma hpee Professional Center. It was suggested that the sidewalk be,extended beyond the
parking field in order to create a sidewalk connection.
The Building Department has approved the handicap parking for Sovereign Bank.
11r. Megathlin.Wade reference to the plan indicating the location of the two handicap
.spaces being closest to the east-entrance to the bank. However, the Building Department
has requested Applicant to work with the local A A and their office in an attempt to
improve the handicap parking at South Cape village; to which Applicant has agreed.
With regard to the Landscape Plan Mr. Megathlin made reference to seven(7)
boxwoods located around the perimeter of Sovereign Bark. A suggestion was made to
use something other than boxwood. Applicant does not agree with this suggestion and
would life to use boxwood as it has.been a successful planting at South Cape village.
Should the Planning Board insist the planting be changed, Mary LeBlanc has suggested
the use of Japanese Holly.
The Town Planner stated the reason for the suggestion to change plantings is--that
boxwood plants have an unpleasant odor.
Mr. Megathlin informed the Board that the Fire Department has suggested that
fire resistant mulch be used in place of harp mulch. Mary LeBlanc has suggested the use
of compost composted mulch. with a ground cover/grass around the maple trees.
When asked by the Chairman, Mary LeBlanc explained that composted mulch is
blend of wood chips and organic earth-type product and contains high moisture content,
whereas mulch can contribute to the smoldering of a fire. She also suggested that straight
compost would be preferred around the building and plants.
The Chairman, indicated her choice would be for the use of straight compost.
A major concern deals With front yard set-back. Design/Plan Review have
suggested that the building be moved back -ft. from Charles Street for-a total of 1 -f .
clue to the limited area at the-stairs, entrance, and limited open space area in the front of
the Bank building in an attempt to increase the comfort clearance at the street level.
One reason the design was made closer to Charles Street was to avoid.setback
issues. Mr. Megathlin suggested that because this project is located within a.Commercial
Center the Planning Board has the authority to approve alternate dimensions. Deference
was then made to a small site plan prepared by Baxter,Nye that shows the rear etlack of
o-ft. would be changed to 3]-ft. and that the open space buffer will be amended from
20- t. to 1 -f#. Also, approval from the abutting property owner(Mashpee Condominium
Trust) as required under the Commercial Bylaw has been obtained.
1
