The FireDepartment-has recommended the use of sprinklers. Applicant has taken
the position to not provide sprinkler systems as they are not required under the building
-and,fire prevention codes for buildingjof this size. The-minimum building size-is 7500,
the bank building is 4000. None of the Sovereign Bank buildings-in Massachusetts have
a sprinkler system. Howe-v r, fire alarm systems will b& provided, to which the Fire
Department is pleased.
The Town Planner noted that the Planning Board'has, not received a written
approval from the Fire Department. He also indicated that the bank building would be
the only(free standing) building that would not have sprinklers, as all of the ther
buildings at South Cape village have sprinklers.
Mr. l riegathlin mentioned the pedestrian access and sidewalks at the Marshall's
Building. Some concern:-has been expressed due to the fact there are no crosswalks at-the
main entrance. References were made to the plan and Applicant has agreed to address
the issue and.report to the Planning Board at a future meeting.
Thomas O'Hara.staled his concern for parking impacts and direction of the
existing crosslks.
Mr. Megathlin stated it is necessary for additional crosswalks to what is being
proposed at South Street and the existing crosswalk.
Thomas O'Hara,stated the-suggestion was to-eliminate a crosswalk towards Route
28 and to provide a crossvral.k closer to the main parking area for safety purposes. The
intent was to redirect pedestrian traffic impacted by the bank drive thru towards the
Marshall's building.
The Town Planner-expressed safety concerns for the-curb cut/handicap ramp that
does not connect to anything and without a narked crosswalk into a fairly busy area, and
without a sidewalk.
Applicant agreed to further review/discuss the overall South Cape Tillage
parking/walking safety aspects with the Consulting Engineer.
Mr. l leg thlin then reviewed the Sign and Dimensional Waivers heeded to
Approve Site Plan: Signs, Rear Yard Setbacks, Alternate Schedule of Dimensional
Requirement for Open'Space Buffer, and Design Standards in the Site Plan Regulations.
Mr. liegathlin concluded his presentation at this point. There was some
discussion regarding the drive;thru exit left turn onto Charles Street..and traffic impacts
such as visibility, elevations, and radius. Applicant agreed to review this matter with the
traffic engineer.
11
