Town of Mashpee <br />Planning Board <br />Minutes-ofMeeting <br />October L 2008 <br />The Town of Mashpee Planning Board Meeting was called to order in Conference <br />Room 41, Mashpee Town Hall, 16 Great Neck Road Forth, Mashpee, Massachusetts at <br />.00 p.m. on Wednesday, October 1, . 00 . <br />Planning Board Members present: Dennis 1alarini, Vice -Chairman; Beverly <br />Kane, Chairman; Jarnes Leonard; Joseph Mullin (6:55 p.rn. ; Thomas O'Hara;. and Maur <br />waygan, Associate Member. <br />Also present: P. Thomas Fudala, Town Planner; Thomas Mayo, GIS Coordinator; <br />and Charles Rowley, Consulting Engineer. <br />Mashpee Commons: Douglas Storrs <br />Cape Cod Commission: Phil Dascobe <br />quonun being present the Chairman called the Meeting to order and addressed <br />the first order of business. <br />Discussion <br />Douglas Storrs-Mashpee Commons LLC-Cape Cod Corrmri11'ssion Staff <br />Proposed Development Agreement — Existing Zoruffig Options <br />The Town Planer made reference the summary he presented which describes <br />how the proposed project could be constructed under- current zoning. He made reference <br />to the Commercial Center SID bylaws and the transfer of development rights <br />provisions. <br />He explained .the one potential zoning change would involve the Commercial <br />Center bylaw, which alloys the Plaguing Board to establish a set of lot size, setback, and <br />dimensional requirements (other than height) with the stipulation that. all lots be <br />connected into the public wastewater treatment plant. <br />Otherwise, there seems to be no conflict in bylaw regulations with the proposed <br />Mashpee Commons development. The proposed plan follows Smart Growth principles <br />in that the transfer of development rights from the wildlife refine into the center <br />residential development, and mixed use. <br />The Town Planer spoke to parking issues, explairung that parking can be on -lot, <br />shared or on -street parking.. The bylaws D ID and Commercial Center). has actually <br />been tailored over the years to accommodate the proposed -Mashpee Commons build out. <br />
