The Conservation Commission has approved the <br />applicants request conditioned on the full approval from the Zoning Board of Appeals. <br />There is also adequate parking area for vehicles and the setbacks are not greater than <br />what currently exists now which is part of the criteria necessary for the granting of a <br />Special Permit. <br />All the abutters appearing at the hearing are in opposition to this house being built <br />for lot coverage reasons and for drainage reasons. The Rock Landing Park Association is <br />a neighborhood Association where all lot owners own common area in and around the <br />beach area. They generally are against the proposed lot coverage of 30%. They have <br />suggested a compromise of 22-23% lot coverage due to the small lot size and the fact that <br />many of their own dwellings are in the vicinity of 23% lot coverage. They also express <br />concerns about environmental impacts with improper drainage being a problem now with <br />• <br />the flooding they experience and they feel the size of this dwelling would be very <br />detrimental to the neighborhood as proposed. The house has been empty for 25 years. <br />They also feel the proposed roof line will negatively impact the drainage situation there. <br />Michael Talbot, of Talbot Associates, landscape designer and horticulturist <br />i <br />addresses the Board. He informs the Board that sandplane grass plant will be planted to <br />help with the drainage situation as is depicted in his landscaping plan submitted to the <br />board and conservation. <br />Paul Dardano and Walter Dardano are present and reiterate their written concerns <br />verbally to the Board. Also present is Frances Parsons who reiterates her concerns. <br />John Slavinsky, Cape & Islands Engineering answers questions from the Board <br />and addresses the abutters concerns. French drains will be installed which are trenches <br />with stones and do not contain a pipe so that the water will be spread out and this will <br />help with the run-off. The existing driveway is making the drainage worse, and they are <br />proposing to re -grade it. He also addresses the concerns of the neighbors regarding the <br />• <br />removal of the stairs. They are on association property and were installed by Mr. Krock. <br />
