The proposed parking area provides an aisle <br /> width of 24 feet and a two-bay parking module width of 64 feet exceeding the <br /> requirements in Section 174-38. There project will not have any impact on the visual <br /> character of the surrounding area or on the wildlife habitat,public lands or neighboring <br /> properties. Additionally, the drainage runoff from the site and structure will be directed <br /> into vegetated basins and leaching structures satisfying the Zoning By-laws. The <br /> proposed project will minimize the potential surface erosion and surface runoff pollution <br /> into the adjacent properties and will be in harmony of the general purpose and intent of <br /> the Zoning By-laws. <br /> The project will enable the Community Health Center of Cape Cod to provide <br /> needed parking for their current situation. <br /> The Board asks questions of Tim Santos, Holmes &McGrath about the retaining <br /> wall. Mr. Santos informs the Board that their firm doesn't do that type of engineering. <br /> Mr. Nelson asks how long it will take to build? Mr. Santos answers approximately 2-3 <br /> months. They discuss the grade of the lot driving out and it will be about 6%. The Board <br /> discusses the parking situation for the staff. Presently, there is a lot of overflow parking <br /> on the shoulders of the road in front of the building. The staff seems to be parking on the <br /> street so that the patients can park in the lot closer to the building. <br /> Attorney Don Megathlin, VP of Talanian Realty, submits a letter to the board <br /> regarding the support of C. Talanian Realty Co., Inc. Mr. Talanian constructed and paid <br /> for the connector road between South Cape Village and Mashpee Industrial Park as well <br /> as a bypass and this was never designed or intended for on street parking. This project <br /> would eliminate as many as 20 shoulder street parking spaces on Commercial Street, <br /> adj acent to the CHC. <br /> Tim Santos of Holmes and McGrath, addresses the Board's questions about <br /> drainage. This project is designed to take the first flush and 1 inch stone and the 100 year <br /> storm. <br /> The Board further reviews the plans and comments from Tim Santos. Should <br /> there be a need for a curb cut,the Commonwealth of Mass must be contacted first. <br /> James Reiffarth makes a motion to grant the Modification of the Special Permit. <br /> Robert Nelson seconds the motion. All agree. So moved. <br />
