` Mashpee Zoning <br />Board of Appeals Minutes <br />• 2 March 12, 2008 <br />The bylaws G(4) and F(3) are industrial uses and are allowed with a special <br />permit and it does not significantly impact the neighborhood. Mr. Pina does not <br />own the property at the moment, the permits are contingent on purchasing the <br />property. <br />Richard Stevens, Building Inspector, addresses the board about open inspections <br />— there are some that still need to be complete and the building department will <br />close them out when they are complete. <br />There is a set up for three different businesses that will take control of the site. <br />Bob Nelson informs the applicant that the Design Review Committee had no <br />knowledge of the boat storage only the repair. There will be NO BOAT STORAGE <br />PERMITTED. <br />Robert Nelson informs the Board that Design Review was not aware of their <br />request for boat repair or boat storage at their meeting. The question is asked if <br />applicant needs to go back to Design/Plan Review? Rich Stevens feels it is not <br />necessary since time is of the essence for them and their main function is not <br />about storage. <br />David Pina: current owner has made arrangements to store boats at another <br />facility next door if need be. The Bank wont sign off on the sale until the <br />• property is cleaned up. The excess vehicles and unregistered cars cannot be <br />parked in a public way, the enforcement of that is a town issue. <br />Jonathan Furbush asks about parking spaces. He would like to see the spaces <br />plotted; Attorney Kirrane tell him there are 10 spots required and 15 will be <br />provided. The Board of Health asks if the area is paved? The pavement would <br />be considered a financial burden. David Pina says 4/7 are packers and that the <br />plan is to have the packers return empty. A discussion ensues regarding being <br />parking on an impervious surface. There are 100 vehicles and 2 office spots. <br />REFUSE = TRASH. The dumpster needs to be empty when it comes back to <br />Bowdoin Road. Bob Nelson wants the BOH comments incorporated into the <br />decision or attached thereto as they are very important. He wants to be sure the <br />open permits are dealt with. David Pina needs to work things out with his <br />tenants as to where the towing area will be. Attorney Kirrane answeres Jack <br />Dorsey on how the property existed up until this time. Attorney Kirrane submits <br />a license they are in possession of for the sale of used cars, and is submitted to <br />the file. Attorney Kirrane wants to be clear they are no longer seeking a special <br />permit for boat storage. The Board would like more specificity on refuse and the <br />impervious surface question. Refuse will include what? Where will the boats <br />and other vehicles be washed and how. <br />There is no need to return to Design/Plan Review per Richard Stevens. The <br />• remaining items that still need answers are to have applicant work things out <br />with Board of Health , discuss the trash trucks and their contents, and when they <br />go out in the morning and back in the evening. <br />
