• Zoning Board of Appeals <br />Minutes <br />February 8, 2007 <br />Discussion followed regarding a second emergency egress and the use of <br />Echo Road. It was agreed that a second and permanent road would be <br />incorporated into the design for access and egress purposes. A traffic <br />review was recommended. In discussions, a second egress was considered <br />off the. main entrance roadway before the cul de sac. <br />The Town's consulting engineer expressed concern to Low Impact <br />Development stating the Town does not have enough expertise in the new <br />approach to realize the benefit. During dormant winter months, there is <br />concern regarding water, safety and quantity control as it relates to the <br />bio -retention area and the potential for water to build-up. Mr. Rowley <br />recommended the design incorporate sub -surface bubbler structures into <br />the rain garden areas to serve as emergency back-up systems to alleviate <br />unexpected conditions. Maintenance issues were also considered for <br />additional clean-up of sediment, excess silt and accumulated debris and <br />mulch. Winter sanding would also require sediment removal from the <br />roadway and bio -retention site areas. <br />• Addition concern was related regarding the long entrance roadway and <br />accommodating the water flow to the natural contours of the ground. <br />General engineering practices were not recommended for the disposal of <br />water utilizing the rain garden technique. It was recommended the road <br />have sufficient grade to develop an adequate road profile. This would <br />include an exaggerated crown and an exaggerated slope at the road . <br />shoulders to allow the water to shed off to the side of the road rather than <br />traveling down the road. Additional test boring samples were <br />recommended to be taken along the entrance road. <br />With regards to the proposal to have a pervious surface for access to the <br />sidewalks, it was recommended that a paved area be installed to eliminate <br />the potential for water obstruction and to create a better design and flow. <br />It was noted that Fire Chief George Baker has a list of concerns regarding <br />the project proposal. The applicant was directed to discuss this matter <br />with the Fire Chief and report to the ZBA Board. <br />0 <br />
