• Zoning Board of Appeals <br />Minutes <br />February 21, 2007 <br />Discussion followed regarding the legal status of the entrance roadway as <br />it relates to the Chapter 40B permit application. It was suggested the <br />applicant consider the driveway/road in its application to the Planning <br />Board. It was noted the drive would be constructed in accordance with <br />Planning Board regulations as if it were an actual road. The matter <br />regarding the length of the entrance drive/road to the cul de sac was <br />agreed to be 1400'. <br />With regards to a second entrance for access and egress, the applicant <br />indicated that he is working on an acceptable method of alternate egress. <br />New roadway costs, affordability and economic viability are currently <br />being examined. Presently, a 20' emergency access road is shown on the <br />plan within the shaded areas to satisfy public safety requirements. A <br />second egress is a requirement of the ZBA Board and of noted importance <br />during the construction process. <br />The use of Echo Road was considered as a second egress, but deemed a <br />matter for further investigation. <br />• Turning Iages, both left and right were recommended at the roadway <br />entrance to Route 130 to assist with traffic flow and egress. <br />The subject site was noted to lie within a 65 decibel noise contour <br />surrounding the current roadways at. MMR. The applicant was requested <br />to review mitigation measures that may be required as it relates to <br />construction materials such as doors and windows. It was noted the Air <br />Force fighter -wing unit is relocating from the MMR within a few years. <br />This would reduce concerns regarding additional noise. <br />Other matters include the request for written comment from the Water <br />District. It was noted the applicant is scheduled to meet before the Water <br />District to discuss pending water issues. A report will be forthcoming. <br />With regards to the bio -retention easements. and rain garden concept to <br />collect storm water run-off, the applicant agreed to consider typical Town <br />approved drainage procedures along the entrance drive. The bio -retention <br />applications would be constructed in areas as shown on the plan in <br />depicted parking and open locations. It was agreed that drainage aspect of <br />the project proposal would be reviewed with the Town's consulting <br />• engineer prior to the ZBA Board approval. <br />
