3. The Board finds that the project will essentially create a new village center for the <br /> Town of Mashpee and will forever alter the area surrounding the Property. The <br /> Board fields that the volume of traffic will be increased and the level of service on <br /> the area roads will likely decrease. Nevertheless, the Board finds that the <br /> Applicant has gone to great lengths to design a thoughtful and aesthetically <br /> pleasing project that is consistent with the design of other successful similarly <br /> situated village centers. The Board finds that a well designed village center <br /> consisting of both commercial and residential opportunities will be an asset to the <br /> Town of Mashpee. Furthermore, the Board finds that the Applicant has mitigated <br /> local concerns to an acceptable degree. While the Board is mindful that such <br /> local concerns as traffic circulation will be affected, the Board finds that increased <br /> traffic and occasional congestion are typical of village centers. The Board also <br /> finds that, if built as designed, the project will be "pedestrian friendly." <br /> 4. Ultimately, although the project is among the largest and most complex projects <br /> ever proposed in Mashpee, the Board finds that, when built in accordance with the <br /> Plans and the conditions imposed herein,the project is "consistent with local <br /> needs" as sucli phrase is contemplated under G.L. c. 40B, 5520-23. The Board <br /> also finds that any impacts posed by the project will not outweigh the benefits <br /> provided by the project's 96 affordable units. <br /> 5. The Board finds that the list of commercial uses proposed by the Applicant were <br /> too expansive and that certain undesirable uses must be excluded in order to <br /> establish a cohesive village center. <br /> 6. Based upon the complexity of the project, the Board finds that it will be necessary <br /> to provide enhanced oversight of construction, as described more fully in Section <br /> IV, hereof. <br /> 7. In conjunction with its consulting engineer's review of the project's stornnwater <br /> management system, the Board finds that the project will adequately manage <br /> stormwater on the site, provided that there is a complete final review of the <br /> system as described in Section IV, hereof. <br /> 8. The Board finds that a phasing plan will mitigate impacts to local concerns. <br /> However,the Board finds that additional assurances, in the form of the conditions <br /> imposed in this decision are necessary to manage the merely conceptual phases <br /> proposed by the Applicant. <br /> 9. The Board finds that uncertainty in the final design of the buildings is adequately <br /> mitigated by adherence to the Architectural/Design code, as may be further <br /> conditioned by this decision. <br /> 10. The Board finds that an inspection and monitoring protocol is necessary in order <br /> to manage construction of project infrastructure. This protocol is set forth in the <br /> final permit 7 <br />
