b. In that the Plans reviewed by the Board were preliminary, no occupancy <br /> permits shall be issued until the Applicant complies with any other <br /> requirements or specifications that are reasonably required by the Board's <br /> engineer for compliance with the Final Site Plans, this decision and <br /> recognized best management practices. <br /> C. Upon completion of all such hifrastructure for the applicable phase, as <br /> described above, the Board's engineer shall inform the Board accordingly <br /> who may authorize the Maslipee Building hispector's release of <br /> occupancy permits. No occupancy permit shall be issued without such <br /> authorization and such authorization shall be ineffective unless it is in <br /> writing. The Board's review and approval under this paragraph shall be <br /> undertaken at an administrative meeting rather than a full public hearing. <br /> d. In general, the Applicant shall not commence a subsequent phase, unless <br /> the Infrastructure for a prior phase has been completed, except for the final <br /> course of pavement for roadways, driveways and lanes in such prior <br /> phase. However, with the administrative approval of the Board, the <br /> Applicant may continence a subsequent phase if only minor elements of <br /> the prior phase's infrastructure remain to be completed. In such event, the <br /> final three occupancy permits for the prior phase shall be withheld until <br /> such time as the Infrastructure for such phase, including the final course of <br /> pavement, has been completed. The Applicant may request that security, <br /> in the form of an adequate cash deposit, passbook agreement or tri-party <br /> agreement, serve as substitute security under this subparagraph. The <br /> allowance of such substitute security shall be subject to the sole discretion <br /> of the Board, who may impose reasonable conditions (including <br /> reasonable deadlines for completion of remaining work) on any such <br /> approval. <br /> e. So as to ensure proper inspection of Infrastructure, the Applicant shall <br /> strictly comply with the inspection protocol set forth in Exhibit C hereto, <br /> including the requirement to provide "as-built" plans. In inspecting <br /> infrastructure, the Board's consulting engineer shall not be limited to those <br /> items listed in Exhibit C and may impose such other reasonable <br /> requirements as may be necessary to accomplish a full and complete <br /> inspection. <br /> 29. During construction, the Applicant shall maintain all feasible and reasonable <br /> means of dust control and shall collect all debris on a daily basis. No construction <br /> may occur on Sundays or on New Year's Day, Memorial Day, July 4"', Labor <br /> Day, Thanksgiving, Christmas Eve or Christmas. No construction may begin <br /> before 7:00 a.m. nor continue past 6:00 p.m., unless approved in advance by the <br /> Board. <br /> final permit 18 <br />
