• Zoning Board of Appeals
Minutes
May 16, 2006
Jobs & Whiting Residential Neighborhoods Affordable and Unit Plans:
In response, Mr. Storrs added that a connector road to reduce traffic is a
positive although he is not convinced there is a net benefit from a traffic
standpoint.
It was agreed that Mr. Storrs and Mr. Fudala would present enough
information to the board to determine if Colchester Lane is to be a
connection road.
In closing, Mr. Fudala recommended that construction traffic not go
through existing areas for too long a period. He suggested that temporary
construction routes be considered instead of transporting equipment
through established neighborhoods.
With regards to the waivers, Mr. Fudala added that it would be helpful if
other departments could review the waiver requests before they are acted
• upon by the ZBA.
Three hundred and eighty-two units are proposed in the Jobs and Whiting
residential neighborhoods. The Planning Board was asked to respond to
the number of units.
Mr. Balzarini stated that he is hopeful for more affordable housing. The
plan reflects the minimum 25% allowed by the state. He suggested one
more unit or 30% of affordable housing units be added to the project
proposal. Ms. Gurney stated that it is the cumulative number of all of the
housing projects going into Mashpee, and the ability to handle issues such
as wastewater that should be considered. Ms. Gurney did convey that
Mashpee Commons has always done excellent work.
It was disclosed it is the Planning Board's endeavor to maintain coverage
at all of the ZBA meetings relative to Chapter 40B.
The matter of parking was also considered. Issues such as handicap
accessibility, parking, safety, crosswalks, and the Fire Department's ladder
truck dictate how far back the fust parking space must be. It was noted
that 8' x 23' in length is the correct figure depicted for a parallel space.
