Zoning Board of Appeals <br />Minutes <br />June 27, 2006 <br />With regards to the project proposal, the Board agreed to support the <br />commercial space reduction of 5,770 square feet as defined. <br />Mr. Stops requested and received concurrence from the ZBA Board that <br />the Plan as it is generally designed is acceptable to allow the project to <br />move forward to the Cape Cod Commission. <br />In addition to storm water management design, it was noted the Master <br />Plan as developed would include full and detailed contract drawings for <br />each project phase as each phase is developed. It was noted the phasing <br />scenario of the project has not been determined. It was agreed Mr. <br />Rowley would be involved in the preliminary and final review of the <br />identified project. <br />Concerns addressed by the Board include adequate parking for the entire <br />project and availability of affordable rental units for Mashpee residents. <br />The 382 unit project has presently defined 24 affordable rental units. <br />Discussion followed with respect to the balance of affordable units as it <br />• relates to the housing needs of the Town. It was agreed the 2005 Mashpee <br />Affordable Housing & Planned Production Plan and related Housing <br />Study would be reviewed to consider and balance the Town of Mashpee's <br />affordable housing needs. <br />In addition, the Board requested that parking spaces located in the single <br />home areas not be delineated with marking paint as in commercial areas. <br />However, it was determined for safety vehicle access the beginning of <br />each parking area and at intersected areas, marking paint would be used. <br />It was agreed the cross connection lanes in the area of Broad Street and <br />Cornish Lane would be removed and reflected as pedestrian lanes only. <br />York Lane, Lot 32 was also requested to be amended from 8to 12'. A <br />one-way direction was considered in the matter of safety. <br />Issues to be addressed at the next meeting, July 13, 2006 include.street <br />designations, unit mixes, affordability, and an opinion from the two <br />representing attorneys regarding minimum frontage. Waiver specifics and <br />blankets would be presented to the Board in a spreadsheet for detailed <br />review. Steps towards obtaining a special permit for the project would <br />also be outlined. <br />C7 <br />
