• Zoning Board of Appeals
Minutes
September 28, 2006
Present: Bob Nelson, Zella Elizenberry, Marshall Brem,
Jonathan Furbush, James Reiffarth, Fred Borgeson
Jason Talerman — Special Counsel
Douglas Storrs — Jobs -Whitings Trust
Charles Rowley — Project Engineer
Meeting Called to Order by Chairman Nelson at 1:03 p.m.
Town Ha11, Conference Room #1
APPOINTMENTS AND HEARINGS:
Jobs & Whitinas Neiehborhoods - Mashnee Commons:
The Mashpee Zoning Board of Appeals re -convened the Chapter 40B
Hearing relative to the Jobs -Whitings Neighborhoods, a comprehensive
permit application for 382 housing units and approximately 40,900 square
feet of commercial and office space located adjacent to Mashpee
• Commons.
Corresnondence:
The Board was in receipt of correspondence from Nancy Caffyn regarding
Town Meeting action authorized in 1985 to construct a combined bike
path and pedestrian walkway as part of the final layout of Jobs Fishing
Road. An in-depth discussion followed with respect to the time lapse for
construction of the bikeway/walkway.
For clarification purposes, it was noted that a new 14' wide sidewalk has
been constructed on Jobs Fishing Road from Route 151 to Steeple Street
which allows pedestrians to traverse into the Mashpee Commons area.
However, regulatory requirements imposed by the Town have detained the
completion of remainder of the bikeway/walkway project proposal.
Jobs Fishing Road in its present condition is deemed safe for vehicle
movement. A four-year time frame is estimated for full road completion
since a necessary component of the project is to provide utility services to
the Jobs & Whitings Neighborhoods. It was noted that storm water issues
also relate to road utilities and must be considered prior to the aspect of
full road re -construction.
0
